Amit Shah will present CAPF bill in Rajya Sabha, rules will change for CRPF-BSF officers
News India Live, Digital Desk: The Central Government is going to take a big step to further strengthen the internal security of the country. Union Home Minister Amit Shah will introduce the ‘Central Armed Police Forces (General Administration) Bill, 2026’ in the Rajya Sabha on Monday. The main objective of this bill is to bring the rules related to recruitment, promotion and deputation of officers in forces like CRPF, BSF, CISF, ITBP and SSB into a streamlined legal framework. Till now these processes were governed through executive orders, but now there will be a strong law for them. The role of IPS officers will be even more important. In this new bill, clear provisions have been made regarding the role of Indian Police Service (IPS) officers. As per the proposed law, deputation of IPS officers to the posts of Inspector General (IG) and above will continue in the CAPF. It has been suggested that 50% of the IG rank posts and at least 67% of the Additional Director General (ADG) rank posts be filled by IPS officers. At the same time, all the posts of Special Director General (SDG) and Director General (DG) are proposed to be filled only on deputation basis. The government argues that this is essential for better coordination between the Center and the states. This big bet of the government after the decision of the Supreme Court. This bill has come at a time when in May 2025, the Supreme Court had directed the Home Ministry to gradually reduce the deputation of IPS officers in CAPF. The court had said that cadre officers of the forces should also get a chance at top positions so that their morale remains intact. However, through this new bill, the government wants to give statutory backing to that system, which till now was dependent only on orders. This bill also includes an ‘overriding’ provision, which gives the power to keep these new rules in effect despite court decisions. Dissatisfaction and promotion issues among cadre officers This news has brought mixed reactions for about 10 lakh CAPF soldiers and 13,000 Group ‘A’ officers. While the government is calling it ‘administrative clarity’, many former military and paramilitary officers believe that this could hamper the promotion of cadre officers. Organizations of retired officers have demanded that this bill be sent to the Standing Committee of Parliament. He says that officers who serve at the ground level for 15-20 years should get full opportunity to lead. What will be the impact on the operations of CRPF and BSF? After the implementation of this law, it is expected that there will be stability in the leadership structure of forces like Border Security Force (BSF) and Central Reserve Police Force (CRPF). The bill also calls for standardizing the recruitment process and service conditions. This will not only lead to better coordination between the forces, but will also accelerate counter-insurgency operations and border management. The government believes that having an ‘umbrella law’ will reduce legal disputes and the efficiency of security forces will increase manifold.
