Union Home Minister Amit Shah in Rajya Sabha on Monday ‘Central Armed Police Forces (General Administration) Bill, 2026’ Will present. Till now these processes were governed through executive orders, but now there will be a strong law for them.

The role of IPS officers will become even more important

In this new bill, clear provisions have been made regarding the role of Indian Police Service (IPS) officers. As per the proposed law, deputation of IPS officers to the posts of Inspector General (IG) and above will continue in the CAPF. It is suggested that 50% posts of IG rank And At least 67% posts of Additional Director General (ADG) rank Be filled with IPS officers. At the same time, all the posts of Special Director General (SDG) and Director General (DG) are proposed to be filled only on deputation basis. The government argues that this is essential for better coordination between the Center and the states.

This big bet of the government after the decision of the Supreme Court

The bill comes at a time when the Supreme Court in May 2025 had directed the Home Ministry to gradually reduce the deputation of IPS officers in the CAPF. The court had said that cadre officers of the forces should also get a chance at top positions so that their morale remains intact. However, through this new bill, the government wants to give statutory backing to that system, which till now was dependent only on orders. The bill also includes an ‘overriding’ provision, which gives these new rules the power to remain in effect despite court decisions.

Dissatisfaction and promotion issue among cadre officers

This news has brought mixed reactions for about 10 lakh CAPF soldiers and 13,000 Group ‘A’ officers. While the government is calling it ‘administrative clarity’, many former military and paramilitary officers believe that this could hamper the promotion of cadre officers. Organizations of retired officers have demanded that this bill be sent to the Standing Committee of Parliament. He says that officers who serve at the grassroots level for 15-20 years should get full opportunity to lead.

What will be the impact on the operations of CRPF and BSF?

After the implementation of this law, it is expected to bring stability in the leadership structure of forces like Border Security Force (BSF) and Central Reserve Police Force (CRPF). The bill also calls for standardizing the recruitment process and service conditions.
