Budget session: State University (Amendment) Bill passed in the Assembly

Lucknow. In the budget session 2026-27 of the Uttar Pradesh Assembly, the Yogi government took important steps towards the expansion of higher education and got the Uttar Pradesh State University (Amendment) Bill, 2026 and the Uttar Pradesh State University (Second Amendment) Bill, 2026 passed. Both the bills presented by State Higher Education Minister Yogendra Upadhyay were passed in the House with majority.

While placing the proposal in the House, the Higher Education Minister said that the aim of the Yogi government is to take higher education to the last rung of the society. Referring to the philosophy of Antyodaya and Integral Humanism of Pandit Deendayal Upadhyay, he said that the government is working considering education as a powerful medium of social change. Under the leadership of Yogi government, concrete decisions are being taken continuously towards taking universities to rural, backward and deprived areas, so that the youth can get quality education in their own areas.

Minister Upadhyay said that under the amendment bill, Kashi Naresh Post Graduate College located in Gyanpur, district Bhadohi will be upgraded and developed as a university. This will make it possible to affiliate 23 nearby colleges and thousands of students of the area will get better opportunities for higher education, research and innovation. This decision is an important step towards developing it as a new center of higher education in the Purvanchal region.

Through the Second Amendment Bill, the way has been paved for the establishment of Swami Sukhdevanand University by upgrading the educational units of Mumukshu Ashram Trust located in Shahjahanpur. The Minister said that the Trust has cooperated in the establishment of the university by signing an MOU and transferring its movable and immovable land and resources to the government. With this, 60 regional colleges will be affiliated and the youth will get new opportunities for education and employment at the local level.

Yogendra Upadhyay informed the House that after the year 2017, the Yogi government has made extensive reforms in the field of higher education. While earlier there was a lack of government universities in many divisions, now new universities are being established continuously. Under the government’s higher education promotion policy, a target has been set to provide universities to every district, so that balanced and decentralized development of education can be ensured.

He said that the Yogi government is not limited to just increasing the number of institutions, but is also paying special attention to quality improvement, international cooperation, research and skill-based education. The increasing number of foreign students and new educational opportunities in the state are proof of this change. The government is committed to giving Uttar Pradesh a strong place on the national and global education map by linking higher education with employment, innovation and self-reliance.
