Important decisions taken in the 45th meeting of the Executive Council of Uttarakhand Open University,
Haldwani. In the 45th meeting of the Executive Council of Uttarakhand Open University, Haldwani, many important proposals related to administrative, academic and development of the university were approved.
In the meeting, recommendations were given on many important points including promotion of teachers, preparation of service rules for various technical and administrative posts, salary revision of temporarily working personnel and establishment of skill development centers in the state.
In the meeting, first of all, the minutes of the 44th meeting of the Executive Council were confirmed and the recommendations of the 34th meeting of the Academic Council of the University were approved. Approval was given on issues like approval on the recommendations of the 21st meeting of the Finance Committee of the University.
It was decided in the meeting that service manual will be prepared for the posts like Assistant Regional Director, Research Officer, IT Director, Computer Hardware Engineer, Software Engineer and Network Administrator in the university. For this, a committee has been constituted by the Executive Council, which will prepare draft terms and conditions of service for these posts and give its suggestions to the Executive Council.
Apart from this, a separate committee has also been constituted for the salary revision of the employees and teachers working temporarily in the university, which will give its suggestions to the Executive Council on this. The proposal to give promotion to 16 permanent teachers was also approved in the meeting. Of these, 13 teachers have been promoted from academic level 10 to level 11 and 3 teachers have been promoted from level 11 to level 12.
The Executive Council also approved the proposal of adopting 8 villages by 8 regional offices of the University under the social responsibility of the University. These include Molon village of Tehri Garhwal under regional office Uttarkashi, Kundeshwari village of Kashipur in Udham Singh Nagar district under Haldwani regional office, Koruva village of Kalsi under Dehradun regional office, Malli Mirai village of Dwarahat block of Almora under Ranikhet regional office, Haridwar district under Roorkee regional office, Jassawala village of Bahadarabad, Pauri under regional office. Malli village of the district, under Pithoragarh regional office, Amodi village of Champawat district, Rudraprayag district under Karnaprayag regional office, Maniguh village of Agastmuni are included. Programs related to education, skill development, digital literacy and public awareness will be conducted by the university in these villages.
In the meeting, the Executive Council gave its recommendation on the proposal of setting up 13 skill development centers in the state under the announcement of the Chief Minister on August 15, 2025, considered it a better proposal and appreciated it and said that this will reach higher education to the inaccessible areas of the state and will promote skill development among the youth of the area. The members said that in future, along with educational programs, employment-oriented skill development programs will also be conducted in these centres, through which the youth will get new opportunities for training and employment.
Addressing the meeting, Vice Chancellor Prof. Naveen Chandra Lohani said that along with education, the university is also giving priority to skill development and social concerns. He said that the adoption of villages and establishment of skill development centers will provide new possibilities to the youth of the state and the university’s involvement with the society will become stronger. Renu Prakash, Prof. P.D. Pant, Prof. Jitendra Pandey, Dr. Harish Chandra Joshi, Dr. Neerja Singh, Registrar Khemraj Bhatt, Controller of Examinations Prof. Somesh Kumar, Finance Controller SP Singh were included off line. Prof. Deeksha Kapoor, SOACE Indira Gandhi National Open University, New Delhi Dr. Ajay Kumar Gupta, CEO Century Pulp and Paper Mills Ltd. Joined online as an external member.
