Highway Toll New Rule India: in the country From National Highways For commuters Central Government Toll collection rules have been tightened. Important amendments have been made in the ‘National Highway Toll Rules, 2026’ and these new rules have come into force across the country from 17 March 2026. Due to these new rules, it will now cost the motorists to miss the toll or delay the payment due to technical reasons.
What is the new ‘e-notice’ system?
The Central Government has now implemented the ‘E-Notice’ system. If a vehicle passes through the toll booth without paying the toll or the payment is not completed due to a technical glitch, a digital notice will be sent directly to the concerned vehicle owner. This notice will contain details of the vehicle, travel time and the amount due. This notice will be sent through SMS, email or official mobile app.
‘Unpaid User Fee’ and 72 hour term
A new term ‘Unpaid User Fee’ has been added in the new regulation. This means that the toll transaction has been recorded in the electronic system, but its payment has not been successful. This includes cases of low FASTag balance, transaction failure or non-debit due to technical error. The vehicle owners will be given 72 hours to clear the due amount. If the original toll amount is paid within 72 hours of receiving the notice, no additional penalty will be levied. However, if the 72-hour deadline is exceeded, the vehicle owner will have to pay double the toll amount as penalty.

After 15 days, entry will be made on ‘Vahan’ portal
If a vehicle owner does not pay the toll arrears for 15 days and no complaint is lodged against the same, the arrears will be directly recorded in the government’s ‘Vehicle’ (VAHAN) database. Once this is reported, government services related to that vehicle (eg fitness certificate, RC renewal etc.) may be temporarily banned. These services will not be restored until the overdue fine is paid.
Grievance Redressal Facility
The option of complaint has also been kept open for the convenience of motorists. If a driver feels that the e-notice received by him is wrong, he can file a complaint on the online portal within 72 hours. Interestingly, the administration has to settle the complaint within 5 days. If the decision is not taken within the given time, the notice will be considered cancelled.
Government emphasis on transparency
The main objective of this is to bring transparency in the toll collection system and prevent revenue leakage. In future, the government is moving towards ‘barrier-free’ and ‘GPS based toll’ system. Against that background, this e-notice system is considered as an important step taken to make digital toll collection more efficient.
