Bahraich. Major action has been taken in the Basic Education Department of Bahraich District of UP in the matter of selling free books of children at throwaway prices. District Magistrate Akshay Tripathi has found eight departmental members guilty after the report of the five-member inquiry committee. On Monday, the DM initiated departmental proceedings against three officers along with suspending two attendants and dismissing three employees. Investigation revealed that thousands of books were less than the stock, which were being sent to Uttarakhand through scrap. Let us tell you that the police has made a big revelation in the case of embezzlement of free books for children in Bahraich. The mastermind of this scam turned out to be an employee of the BSA office, who, in the greed of a few rupees, sold more than 13 thousand books as scrap.

The BSA office employee had hatched the conspiracy?

Let us inform that Ramgaon Police Station of Bahraich District has arrested four accused in the case of embezzlement and illegal sale of government books on Monday. In this action taken on the instructions of the Superintendent of Police, the police have recovered 13,082 government books. The arrested accused include BSA office attendant Alok Mishra, who along with his associates Dilshad Ali, Shubhankar and Arjun had stolen books from the stock. After the FIR registered on February 17 on the information that books were loaded with junk, the police has achieved this big success under the sections of Public Property Prevention Act and BNS.

Greed made a criminal

During interrogation, it was revealed that the main accused Alok Mishra used to look after the maintenance of books in BSA office. In order to earn more money, he along with his associates embezzled books. Police have recovered a huge quantity of books from scrap dealer Dilshad Ali. Investigation has also revealed that some people had extorted illegal money from the accused by threatening to make the video of the sale of books viral, the investigation of which is going on. At present, the main accused Sameer Ahmed is still absconding, in search of whom the police is conducting raids.

Recently, there was a stir in the department after the video of books distributed in schools being sold as scrap under Sarva Shiksha Abhiyan went viral. When the committee constituted by the DM tallied the stock, it found that more than 10 thousand books were short. The books loaded in the truck seized from the junk shop were found to be from Bahraich only. The surprising thing is that initially BSA had shied away by claiming that the stock was complete, but the investigation report exposed corruption.

Act of dismissal and suspension

After framing of charges, DM took strict action. Acolytes Alok Kumar and Shafiq Ahmed were suspended. Meanwhile, District Coordinator Ashutosh Singh and Special Educator Deepak Kumar were dismissed. Show cause notice has been issued to Assistant Finance and Accounts Officer Viresh Kumar Verma, Block Education Officer Ranjit Kumar and City Education Officer Dolly Mishra. A letter has been written to the government against them for strict departmental action, due to which there is an atmosphere of chaos in the entire education department.

Committee accused of ‘back date’ on BSA

The officers who came under the scanner of the action have now made serious allegations against BSA itself. He says that the ‘responsibility committee’ by which he was implicated was never formed. Assistant Finance and Accounts Officer Viresh Kumar and Block Education Officer Dolly Mishra and Ranjit Kumar met the DM and said that BSA had formed a fake committee in the back date to save itself. Officials claim that they were not even aware of his being a member. After this allegation, now the role of Basic Shiksha Adhikari (BSA) itself is under question.

Amidst this entire scam and allegations of fake committee, the Basic Education Officer (BSA) of the district is seen avoiding the questions of the media. At present, he has maintained silence on this big game of disappearance of books and corruption and is not ready to talk even on phone. On one hand, books on children’s rights were sold at the rate of Rs 4 per kg, while on the other hand, this in-fighting within the department has raised serious questions on the functioning of the administration.
