He contested the elections as an independent candidate and became the Mayor of Kathmandu by defeating the candidates of major political parties. Balen Shah became the first candidate in the history of Kathmandu to become mayor as an independent. His tenure as Mayor of Kathmandu was in the news due to many decisions.
