Ban on afternoon work in Kuwait, notice to 23 companies breaking rules, now strict action will be taken

The government has increased strictness for the safety of workers amid the scorching heat in Kuwait. The Public Authority for Manpower (PAM) has opened a front against those companies which were carrying out work in the afternoon sun. Recently, during investigation, notices have been issued to 23 companies where workers were found working in the scorching sun.

What is the rule of afternoon work?

Every year in Kuwait, outdoor work is banned during the afternoon to protect workers from the heat. Its main rules are as follows:

  • This restriction every year June 1 to August 31 Remains applicable till.
  • Daily 11:00 am to 4:00 pm It is completely prohibited to do any outside work.
  • This rule is based on Ministerial Resolution No. 3 of 2026 (Administrative Resolution No. 535/2015).

Action will be taken against companies breaking rules

PAM officials are visiting work sites and investigating without any information. So far, notice has been given to 23 companies. If companies do not follow these rules, strict action will be taken against them. This includes stopping work permits, imposing heavy fines and filing legal cases. Until the company corrects its mistakes, its files may be kept suspended.

Necessary facilities and relaxation in work

The government has made it clear that the purpose of this rule is not to reduce work but to save the lives of workers. Companies have been advised to change the working timings and get the work done in the evening. Also, it is important for companies to provide these facilities:

  • Cold drinking water for workers.
  • Shady resting place.
  • First aid items.

Only those works which are very important and cannot be avoided, like emergency maintenance or public service, will be exempted. For this, it will be necessary to take prior approval from the Labor Inspection Department.

Restrictions on delivery bikes and complaint number

The rules are strict for laborers as well as delivery motorcyclists. The General Traffic Department of the Ministry of Interior has banned driving delivery bikes from 11 am to 4 pm from June 1 to August 31.
