Bharat Mandapam shirtless protest: 8 arrested including Youth Congress President Uday Bhanu Chib, police say ‘deep conspiracy’

New Delhi: The Crime Branch of Delhi Police made a big disclosure on Tuesday saying that 8 people have been arrested in connection with the ‘shirtless’ demonstration that took place at Bharat Mandapam during the India AI Impact Summit 2026. Indian Youth Congress national president Uday Bhanu Chib is also among those arrested. Crime Branch Special CP Devesh Chandra Srivastava said in the press conference that initial investigation has indicated a “deep conspiracy” behind this entire incident. He said that further investigation of the case has now been handed over to the Interstate Cell of the Crime Branch and a detailed investigation is underway.

Case registered under various sections of BNS

According to the police, during the summit on February 20, some Youth Congress workers had demonstrated by removing their shirts in Bharat Mandapam. The protesters also waved posters with ‘Compromised Prime Minister’ written on them. In this case, FIR has been registered in Tilak Marg police station under various sections of BNS. Sections 61(2), 121(1), 132, 190, 195(1), 221, 223(A), 196, 197 and 3(5) have been imposed on the accused. In these, Section 196 (spreading enmity on the basis of religion, caste, language etc.) has been declared non-bailable.

interrogation on remand

Delhi Police has taken all the 8 accused on remand and interrogated them. Many officials of Youth Congress are among those arrested. After being arrested, Uday Bhanu Chib was produced in Patiala House Court. Police say that the investigation is still going on and if needed, more arrests can be made in this case. It is noteworthy that BJP had launched a scathing attack on Congress regarding this protest which took place during an international event.
