Big update on Bihar Panchayat elections, good news for villagers
Patna. A major administrative change can be seen regarding Panchayat elections in Bihar. The state government is preparing to conduct fresh delimitation of Panchayats. In such a situation, there is a possibility of Panchayat elections being held after the completion of the delimitation process instead of the earlier fixed time limit. The move aims to reorganize the panchayats in line with the increasing population and changing geographical conditions.
Delimitation will be done on the basis of 2011 census
The government has decided to make the 2011 census the basis for the new delimitation of panchayats. With this, the boundaries and structure of Panchayats will be redrawn so that local administration can be made more effective as per the current population. Earlier, comprehensive delimitation of panchayats in the state was done on the basis of 1991 census, after which new panchayats were formed.
Possibility of increasing the number of Panchayats
After the new delimitation process, the number of panchayats in Bihar may increase. It is believed that new gram panchayats will be formed by dividing the more populous panchayats. This will help in making administrative work more organized in rural areas and providing better facilities to the people at the local level.
New structure will be according to population
In the new system, Panchayats and other local units will be formed according to the prescribed population standards. The boundaries of Gram Panchayat, Panchayat Samiti, Ward and Zilla Parishad areas will be decided on the basis of population. Its objective is to ensure balanced representation and better administration in each sector.
priority to natural boundaries
During delimitation, priority will be given to natural geographical formations while deciding the boundaries of Panchayats. Where natural boundaries like rivers, canals, lakes, forests or mountains are available, they will be used as the basis. In areas where there are no such natural boundaries, boundaries will be determined on the basis of roads, schools, hospitals, religious places, crematoriums, cemeteries or other locally identified sites.
District Magistrates have important responsibility
The entire delimitation process will be monitored under the leadership of District Magistrates. As District Election Officer, he will be responsible for setting new boundaries of Panchayats, examining the proposals and completing the entire process as per the prescribed rules.
