Bihar Delimitation: There will be major reorganization of Panchayats in Bihar! Government issued delimitation notification, names, boundaries and headquarters will change

Patna: The process of reorganization of Gram Panchayats has started in Bihar. The State Government and Bihar State Election Commission have issued notification regarding delimitation of Gram Panchayats. This delimitation is not being done for Lok Sabha or Assembly seats, but to decide new boundaries of Gram Panchayats.

After the implementation of the new rules, the form, headquarters and boundaries of Panchayats may change in many places. After the completion of this process, Panchayat elections will be conducted in the state.

2011 census will become the basis

The state government has clarified that the delimitation of gram panchayats will be done on the basis of census data of 2011. The Panchayat will be named after the village which has the highest population. Along with this, Gram Panchayat areas will be determined considering the block as a unit. The government believes that with this, Panchayats will be formed in a more systematic and balanced manner.

How will the process of delimitation happen?

On the instructions of Bihar Election Commission, District Magistrates of all the districts will complete the process of delimitation in their respective blocks. Gram Panchayat area will be determined starting from the north-west part of the block till south-east direction.

The draft of delimitation will be made public, after which objections and suggestions will be sought from the people within 15 days. After considering all the suggestions, the final list will be published in the district gazette. The Divisional Commissioner will monitor the entire process.

There may be changes in the name and headquarters of Panchayats

Under the new rules, the village with the highest population will be made the name and headquarters of the Panchayat. Whereas in any Panchayat area, the population of Scheduled Caste (SC), Scheduled Tribe (ST) and Backward Class is 50 percent or more of the total population, then the headquarters will be built in such a village where the proportion of these classes will be highest.

There will not be multiple Panchayats in one village

According to the new system, under normal circumstances, no village will be divided into two or more gram panchayats. This can be done only when there is special need. The boundaries of Panchayats will be decided keeping in mind the natural basis, roads, railway lines or other public places, so that the boundaries remain clear and dispute-free.

The process will be completed before Panchayat elections

The state government has directed that all the guidelines related to delimitation should be strictly followed. Information about the proposed boundaries of Gram Panchayats will also be displayed on the notice boards of the Panchayat, Block Office and District Office. The next process of Panchayat elections in Bihar will be started only after the delimitation process is completed and the final list is released.
