Strict rules for coaching institutes of Bihar, new order of Emperor Government ready
Bihar News: The government of Bihar Chief Minister Samrat Chaudhary is now going to tighten its control over the coaching institutes that are mushrooming in the state. In view of the long standing complaints and exploitation of students, the Education Department has prepared a draft of a special manual. The main objective of this new law is to bring transparency in the functioning of coaching institutes and provide a safe and stress-free educational environment to the students. Till now, coaching institutes were operating in the state without any concrete rules, but now the government has made it clear that those doing business in the name of education will have to follow the rules.
Class will not run without registration
According to the new proposal of the government, now all those institutions where more than 25 students study will have to be registered with the government. This registration will be done at the district level and a fee of Rs 15,000 has been fixed for it. The big thing is that if any coaching has many branches, then each branch will have to do its separate registration. This registration will be valid only for three years and will have to be renewed before its expiry. A provision has been made to impose a fine of up to Rs 1 lakh on those running coaching without registration.
Emphasis on basic facilities and qualification of teachers
In the new rules, attention has been paid not only to the paperwork but also to the facilities inside the class. Now it is necessary for every student to have at least 2 square feet of space in the classroom so that children are not crammed in like sheep. Along with this, it has been made mandatory for the minimum qualification of teachers teaching in coaching to be graduate. The institute will have to inform in advance how many students will sit in a batch and this number will not be increased in the middle of the session. This is expected to improve the quality of education.
Result advertisements will be banned
It is often seen that coaching institutes publicize the results of students by putting up huge hoardings, which increases mental pressure on other children. The government has now decided to ban it completely. According to the new rules, institutions will no longer be able to publicly showcase the success of students. Also, every institution will have to have a counselor for the mental health of children. This step has been taken to prevent increasing stress and suicide among students.
Strict provisions for refund of fees and fines
There are often disputes between parents and institutions regarding fees. Now if a student wants to leave the course midway, the coaching institute will have to refund the fees for the remaining period. Now no separate illegal recovery can be made in the name of study material or notes. If any institution breaks these rules, a fine ranging from Rs 50 thousand to Rs 2 lakh can be imposed on it and in serious cases its license can be canceled forever.
High level committee will be formed for monitoring
To implement these rules on the ground, monitoring committees will be formed at the district and state level. Additional Chief Secretary of the Education Department will be the chairman of this committee. Police, health and social welfare department officials will also be involved in this. Representatives of students and parents will also be given place in this committee so that their problems can be heard directly. At present, the government has made this draft public and sought opinion from the people, after which it will be finalized and made a law. This is expected to provide great relief to lakhs of students of Bihar.
