Mallikarjun Kharge wrote on social media X, BJP-RSS are continuously attacking India's higher education! Narendra Modi ji, you beat your drum with “Pariksha Par Charcha” and “Exam Warriors”, but National Talent Search Examination Scholarship (NTSE) has been closed for three years, it has been revealed from newspapers. ₹ 40 crore would have been spent on this scheme, which has been running since 1963, but ₹ 62 crore has been spent on Modi ji's PR.
He further wrote, the UGC's Draft Regulations 2025 provide wide-ranging control over Vice-Chancellor appointments to Governors and allow non-academic people to hold these posts, which is a direct attack on federalism and state rights. BJP-RSS want only Sangh Parivar Vice Chancellors to be appointed.
Earlier UGC was providing financial assistance to universities, the government used to provide funds to UGC. But now the task of providing financial assistance has been taken over by HEFA, created by the Modi government – a venture between Canara Bank and the Education Ministry. This will not only force colleges and universities to start more self-financed courses, but will also increase the financial troubles of SC, ST, OBC and EWS students.
He further wrote, on top of this, this assistance is being given to HEFA not in the form of government funds, but in the form of loan. The UGC budget has been cut by a whopping 61%. Controlling universities, strangulating autonomous institutions, imposing RSS's Manuwadi ideology on public education and betraying the youth—this is the education policy of the Modi government.
