‘Brake’ imposed on income tax refund, millions of taxpayers upset due to this strictness of the government

According to the information shared by the Finance Ministry, a total refund of ₹340.30 crore is stuck in these 1.3 lakh cases. This figure is shocking and shows how ignoring a simple rule is hurting the taxpayers’ pockets. The government has made it clear that unless you follow the necessary rules, your rightful money will not reach you.

Lack of PAN-Aadhaar link became the biggest obstacle

As per the rules of the Income Tax Department, it has now become mandatory for individual taxpayers to link their PAN with Aadhaar card. If you have not done this on time, your PAN becomes ‘inoperative’. According to government data, by January 1, 2026, about 9.25 crore PAN cards have become inactive in the country. This is a huge number, which shows that people are still not serious about this important process.

Government lost billions of rupees in the name of late fees

How strict the government is regarding this rule can be gauged from the fact that till now huge fine has been collected from those who delayed in linking PAN and Aadhaar. According to the data, the government has collected approximately ₹2,338.31 crore from taxpayers as late fees. This is a direct economic blow to those who do not follow the rules.

ITR gets processed, but refund gets put on hold

The Finance Ministry has also clarified a technical aspect. Many people think that if PAN is inoperative then ITR will not be deposited, but it is not so. Your Income Tax Return (ITR) gets processed and you also get credit for TDS. But, under Section 139AA of the Income Tax Act, the department cannot issue a refund until the PAN card of the person concerned is reactivated. This is the reason why money of lakhs of people is stuck with the department.

Pile of complaints and path to solution

The seriousness of this problem is reflected in the increasing number of complaints. In the year 2024-25, 1,114 complaints related to refunds and PAN were registered, while in 2025-26 this number increased to 1,156. Overall, till now 2,270 people have raised their voice regarding this problem.

Experts advise that if your refund is stuck, then first go to the Income Tax portal and check the status of your PAN. If it is inoperative, immediately link it to Aadhaar by depositing the late fee. Remember, just filing ITR is not enough; Your PAN card being ‘active’ is the pre-condition for getting a refund.
