New Delhi: On New Year or any special occasion, when it becomes difficult to go out and buy liquor, then the option of online liquor home delivery is becoming increasingly popular among the people. Especially in metros, this facility is in discussion due to time saving and convenience. However, this facility is not the same in every state and strict legal conditions have also been set for it.

The Delhi government has allowed home delivery of liquor under the amended Excise Rules (Excise Amendment Rules 2021), but its scope and conditions have been clearly defined. In such a situation, it is important to know under what rules this facility will be available in Delhi, how it is working in other states and what things are necessary to be kept in mind.

What are the rules for liquor home delivery in Delhi?

According to the Delhi Government’s Excise Amendment Rules 2021, home delivery of liquor has been allowed, but this facility is not for everyone. Under the rules, only L-13 licensed vendors can take orders through app or web portal and deliver liquor.

However, it has not been made clear yet which apps or websites will launch this service. Home delivery is not allowed directly to liquor shops. Apart from this, delivery of liquor in hostels, offices and any kind of institutions will be completely banned.

How online liquor sales are happening in other states

This facility is already implemented to a limited extent in many states of the country. Online liquor delivery is allowed in areas like Maharashtra, West Bengal, Odisha and Kolkata, but strict rules are in place here too.

In these states, platforms like Amazon, Swiggy, Zomato and BigBasket had started this service by partnering with licensed liquor shops. A separate app named BevQ was launched in Kerala, through which a token system was implemented to purchase liquor.

  • Living Liquidz: Known for Indian and imported brands in Mumbai and Pune.

  • HipBar: Especially popular in South India due to its digital wallet and easy ordering system.

  • Booozie: Known for fast delivery and real-time tracking and is available in cities like Delhi, Mumbai, Kolkata and Bengaluru.

Legal rules, age limit and necessary precautions

It is mandatory to follow state laws while ordering liquor online. In most states, the minimum age for purchasing liquor has been fixed at 21 or 25 years. ID verification is done during ordering and delivery is done only from licensed stores.

Ordering liquor without valid permission or in violation of rules can be considered illegal. Therefore, it is very important to check the rules of your state and the legality of the platform before ordering from any app or website.
