New Delhi, March 5. Union Home and Cooperation Minister Amit Shah on Thursday soft launched the digital tools developed for Census-2027 in the national capital. During this, he also formally unveiled the official census mascots ‘Pragati’ (female) and ‘Vikas’ (male).
The world’s largest census will be conducted in two phases
The process of Census of India-2027 has formally started with the issuance of Gazette Notification by the Central Government on June 16, 2025. This census, to be conducted in two phases, is considered to be the world’s largest census campaign. This time, for the first time, the entire census will be done through digital medium and citizens will also be given the option of self-enumeration.
Online self-calculation facility
A secure web-based portal has been created for self-enumeration, through which respondents will be able to enter their information online in 16 languages before the door-to-door survey. After successful registration they will get a unique self-enumeration ID, which when shared with the enumerator can be used to verify the entered information.
Four major digital platforms launched
Four major digital platforms, developed by the Center for Development of Advanced Computing (C-DAC), were also launched on the occasion. These include House Listing Block Creator (NLBC) web application, HLO mobile application, self-enumeration portal and Census Management and Monitoring System portal. These platforms will make planning, data collection and monitoring of census operations more accurate and transparent.
‘‘Progress’ and ‘Development’ will give message of equal partnership
The mascots of Census-2027 ‘Pragati’ and ‘Vikas’ have been presented as friendly and comfortable symbols. Both these characters also give the message of equal participation of women and men in the goal of making India a developed nation by the year 2047. Through these, information related to census will be delivered to different sections of the society in a simple manner.

The first phase of Census-2027 will be conducted between April to September, 2026 to collect house-listing and housing related information. The second phase will be conducted in the form of population census across the country in February, 2027, in which social, economic and demographic details of each person will be recorded.
close to 30 Lakh workers will participate
The entire campaign will involve approximately 30 lakh enumerators, supervisors and other officials across the country, who will go door-to-door and collect data through a secure mobile application. The government aims to make this huge census more accurate, secure and comprehensive with the use of technology. On this occasion, many senior officials including the Union Home Secretary, Registrar General of India and Census Commissioner were present.
