Central government’s order, 3 big good news for contract employees
New Delhi. The Central Government has taken a big decision for the contractual and outsourced employees working in ministries, government departments, public undertakings and government institutions across the country. The government has issued clear instructions saying that now delay in salary of contract employees will not be tolerated at all.
According to the new order issued by the Expenditure Department of the Finance Ministry, it will be mandatory for all contractors and outsourced agencies to pay the salaries of the employees every month within the stipulated time limit. Now the salaries of the employees should reach their bank accounts by the 7th of the next month. The government has given instructions to make the payment only through bank transfer or other electronic means so that transparency is maintained.
Government will make direct payment if salary is not received on time
The government has said in the new instructions that if a contractor does not pay salaries to the employees on time, the concerned government department will make the payment directly into the employees’ account. After this, action will be taken against the concerned agency or contractor. Not only this, repeated violation of rules can also lead to blacklisting. Such contractors may be banned from working in any department of the Central Government in future.
Salary payment will be monitored every month
The government has given special responsibility to the Drawing and Disbursing Officers (DDO) of all departments. They have to ensure every month whether the employees get their salaries on time or not. For this, payment reports will be monitored through GeM and PFMS portal. Along with this, the departments have also been instructed to ensure that budget arrangements for the salaries of outsourced employees are made in advance.
Increased strictness after new labor code
After the new labor code implemented by the central government, monitoring regarding the rights of employees has become more strict. In the four new labor laws made by merging 29 old labor laws, many new provisions have been made regarding wages, social security and working facilities. The government has said that not only should the employees get their salaries on time, but overtime should also be paid as per the prescribed rules.
Lakhs of employees will get benefits
This decision of the government is expected to benefit the most those lakhs of employees who were struggling with the problem of salary delay for a long time. Many times employees had to wait for payment for months, which increased financial problems. Now after the implementation of the new rules, the way has been cleared for the employees to get their salaries on time.
