Chhattisgarh: Chhattisgarh’s biggest ever supplementary budget of ₹ 35,000 crore – strong foundation for development and future – keeping an eye on every movement of the media world.

Chhattisgarh News: The Chhattisgarh government has demonstrated a clear commitment to development, fiscal discipline and visionary governance by presenting the largest ever supplementary budget of ₹35,000 crore in the state’s history. Finance Minister O.P. Chaudhary said that this supplementary budget is not just a provision of resources, but a strong direction for sustained economic progress and balanced development. The Finance Minister said that the pending debt of more than ₹45,000 crore left on various boards and corporations by the previous government had reduced these institutions to an almost defunct state. Through this supplementary budget, the government has made a serious effort to strengthen important institutions like Markfed and NAAN, which are the backbone of the paddy procurement and public distribution system in the state. Without strengthening these institutions, the welfare of farmers and food security of citizens cannot be ensured.

He said that under the leadership of Chief Minister Vishnu Dev Sai, the government has given equal priority to industrial development. A provision of ₹ 360 crore has been made in the supplementary budget to give impetus to industrial activities in the state and to provide continuity to various industrial development and promotion schemes, which will boost investment, employment and production capacity. The Finance Minister said that revenue expenditure alone is not enough for the overall and balanced development of the state, but visionary capital expenditure forms the basis of a prosperous future economy and strong infrastructure. Investments in sectors such as roads, bridges, irrigation, power, education, health and digital connectivity create sustainable sources of growth for decades to come. With this thinking in mind, the government has made capital expenditure the center of its development strategy. He said that after the formation of Chhattisgarh state, there has been a historic increase of about 55 times in capital expenditure in the last 25 years. While the capital expenditure was ₹13,320 crore in the financial year 2022-23, it increased to ₹15,419 crore in 2023-24 and ₹20,055 crore in 2024-25. A provision of ₹26,341 crore has been made for capital expenditure in the main Budget 2025-26, with an additional ₹2,000 crore provisioned in the supplementary budget.

The Finance Minister said that there has been a significant increase in capital expenditure in proportion to the total size of the budget. While it was around 3.5 percent during the time of the previous government, it is likely to reach 4.1 percent in the year 2025-26. This clearly shows that the government is giving top priority to long-term development and building strong infrastructure. In concluding his statement, Finance Minister Shri O.P. Chaudhary said that this government does not believe in promises but in results. Work is being done to translate the resolutions from paper to ground through capital expenditure. The clear aim of the government is to make Chhattisgarh economically strong, strong from the infrastructure point of view and among the leading states of the country. Road and building construction sectors have also been given special priority in the supplementary budget. Additional financial provisions have been made with the aim of time bound completion of infrastructure related construction works. Under this, a provision of ₹ 175 crore has been made for the Rural Roads Program (RRP Phase-2) to strengthen connectivity in rural areas. An additional provision of ₹ 150 crore has been made under the Chhattisgarh State Road Sector Project (ADB Loan-3) for the upgradation and expansion of major roads in the state. Along with this, concrete steps have been taken towards further strengthening the regional transport network by making provision of an amount of ₹ 86 crore for the Chirmiri-Nagpur Halt Rail Line Project.

Extensive financial provisions have been made in the supplementary budget, giving top priority to agricultural development and farmer welfare. With the aim of increasing the income of farmers and making agriculture modern and profitable, a provision of ₹ 2,000 crore has been made in the supplementary budget for Krishi Unnati Yojana. Along with this, a provision of ₹ 1,700 crore has been made to provide free electricity to farmers for pumps up to 5 HP, which will reduce irrigation costs and provide a permanent boost to agricultural production. To provide loan facility to the farmers without interest, a provision of ₹ 187 crore has been made in the supplement and financial support has been provided to them. Apart from this, a provision of ₹ 122 crore has been made under the Pradhan Mantri Fasal Bima Yojana to ensure protection from crop risks, while a provision of ₹ 35 crore has been made for the Pradhan Mantri Krishi Sinchai Yojana to increase water management and irrigation capacity in the agricultural sector. In order to promote agricultural innovation and research, an effort has been made to give a new impetus to agriculture-based innovation and technological development in the state by making a provision of ₹ 4 crore for the construction of the building of Biotech Incubation Centre.

In the supplementary budget, special emphasis has been laid on strengthening the food security and nutrition system. A total provision of ₹19,224 crore has been made in the supplementary budget to settle the pending payments left by the previous government, thereby providing stability to the public distribution system and food security mechanism. Under this, a provision of ₹ 6,800 crore has been made under the Chief Minister Food Assistance Scheme, so that regular, uninterrupted and quality food grains can be provided to the eligible beneficiaries. Along with this, in order to strengthen the important system of paddy procurement in the state, a provision of ₹ 12,424 crore has been made to Markfed to settle the loss in paddy procurement. This provision will not only ensure timely payment to farmers, but will also provide long-term stability to the state’s public distribution system and food security framework, thereby ensuring effective protection of nutrition and food rights of common citizens.

Important financial provisions have been made in the supplementary budget to strengthen road safety and environmental protection. In order to ensure quick availability of emergency services, a provision of ₹ 154 crore has been made in the supplementary budget for the provision of fire vehicles and modern fire fighting equipment to all the district and block headquarters of the state, so that quick and effective action will be possible in the event of disaster and fire accidents. A provision of ₹75 crore has been made for the Automatic Number Plate Recognition (ANPR) camera system to reduce road accidents and strengthen traffic discipline. Along with this, with the aim of making the transport system more transparent and technology-enabled, a supplementary provision of ₹ 12 crore has been made for the construction of automated driving test tracks in all the transport offices of the state.

A provision of subsidy of ₹35 crore has been made in the supplementary budget to encourage the use of electric vehicles towards environmental protection and promotion of clean transportation. Through these initiatives, the government is not only strengthening road safety but also taking concrete steps towards pollution control and green transportation. A total provision of ₹ 360 crore has been made in the supplementary budget with the aim of giving new impetus to industrial development. Under this, a provision of ₹ 180 crore has been made for the establishment of new industrial areas in the state, which will develop investment-friendly infrastructure and provide clear space and facilities to the industries. Along with this, a provision of ₹ 130 crore has been made as cost capital grant to encourage industrial units, which will strengthen the establishment of new enterprises and expansion of existing units.

Apart from this, a provision of ₹ 25 crore has been made in the form of interest subsidy with the aim of reducing the financial cost of industries and making them competitive. Through these provisions, the State Government is clearly demonstrating its commitment to promote investment, employment generation and industrial production, which will strengthen balanced and sustainable industrial development in Chhattisgarh. Solid financial provisions have been made in the supplementary budget to strengthen women and child development. With the aim of ensuring economic security, dignity and self-reliance of women, a provision of ₹2,500 crore has been made in the supplementary budget for Mahtari Vandan Yojana. Through this scheme, efforts are being made to strengthen the standard of living of the women of the state by providing regular financial assistance to them and further strengthening their role in family decisions.

Along with this, a supplementary provision of ₹ 225 crore has been made under the Saksham Anganwadi and Nutrition 2.0 scheme to improve the quality of maternal and child nutrition, early child care and Anganwadi services. These provisions reflect the Government’s commitment towards improving nutrition levels, strengthening health indicators and ensuring overall development of the future generation. Important provisions have been made in the budget by the government for the overall development of rural areas and strengthening housing security. A provision of ₹8,500 crore has been made in the main budget only for the purpose of providing housing in rural areas, while an additional provision of ₹1,000 crore is being made through the supplementary budget, so that safe and dignified housing can be ensured to rural families.

Along with this, a provision of ₹ 378 crore has been made under the Pradhan Mantri Gram Sadak Yojana to strengthen rural infrastructure and basic services, which will further strengthen the road connectivity of villages. A provision of ₹150 crore has been made for the Swachh Bharat Mission to promote cleanliness and health. With the aim of strengthening the administrative and institutional capacity of Gram Panchayats, a provision of ₹ 40 crore has been made for the National Gram Swaraj Abhiyan and ₹ 286 crore has been made under the National Rural Livelihood Mission for livelihood empowerment of rural women and self-help groups. Through these provisions, the government is continuously moving towards making the villages self-reliant and empowered by ensuring coordinated development of housing, infrastructure, sanitation and livelihood in rural areas. In this sequence, with the aim of strengthening air connectivity, a provision of ₹ 150 crore has been made in the supplementary budget for the development of Bilaspur Airport and ₹ 30 crore for the development of Raigarh Airport. These investments will give new impetus to regional connectivity, industrial activities and civic amenities.

Chief Minister Sai’s government has given top priority to farmers’ welfare. The direct evidence of the sensitive and farmer-friendly policies of the government is that in the last two years, an amount of more than ₹ 25,000 crore has directly reached the farmers. This not only strengthens the income and economic security of the farmers, but also provides a strong base to the agriculture-based economy of the state.
