It is a government scheme launched to provide air services to all areas of India. The scheme aims to promote air connectivity in different corners of the country, especially in areas that lack rail, road and other modes of transport. Under this scheme, the government is emphasizing on providing air services at low cost.

Under this scheme, the government encourages private and public air service operators to start air services on existing air routes and airports in the country. The Ministry of Civil Aviation has also launched the 5th round of UDAN scheme on 21 April 2023. Earlier this scheme was announced by Prime Minister Narendra Modi on 15 June 2016 and on 27 April 2017, Prime Minister Narendra Modi started the scheme by flagging off the first local flight between Delhi and Shimla. Udaan means a common citizen of a country. In this scheme, the cost of air travel has been fixed at the rate of Rs 2500 per hour. It is expected that the launch of this government scheme will encourage the use of helicopters.

A large number of passengers are also expected to arrive. In such a situation, the number of existing helicopters in India may increase. India currently has about 280 civilian helicopters, which are used in many sectors. Under the previous phase of JANA, 46 helicopter routes have been operated so far, covering several hilly and north-eastern states.

The parliamentary committee said that the number of air passengers traveling under the regional connectivity under the UDAN scheme was 33 lakh in 2021-22, which has come down to only 20 lakh by 31 January 2023 in the financial year 2022-23. The committee has asked the Civil Aviation Ministry the reason for the decline in the number of passengers traveling under the UDAN scheme. The committee has also asked the ministry to give a plan to increase the number of passengers under the scheme again to 30 lakh in 2023-24. The committee said in its report that in 2017-18, the number of passengers traveling under the Regional Passenger Scheme was 3 lakh.

Which increased to 12 lakhs in 2018-19. In 2019-20, 31 lakh people benefited from this scheme. The number of passengers decreased to 15 lakh in 2020-21. But in 2021-22 this number again increased to 33 lakh. But in 2022-23, the number saw a decline and it became only 20 lakh.
