The government may be making lakhs of claims to provide better health care to the common people. But, the reality is that even today most of the testing houses operating in the district are operating without registration. The situation is that in most of the testing houses, blood, urine and other tests of the patients are being done by untrained personnel only. The surprising thing is that doctors are prescribing medicines to patients on this basis.
Now the question arises that the tests related to blood, urine and other problems of the patients are done in such pathology labs. Which has neither been registered by the department nor has it been tested by a trained technician in that testing house. In such a situation, the report given by them also comes under question.
The brunt of this is being borne by the patients who get tested in testing houses run by unregistered and untrained technicians. Even if no one takes responsibility for it, the patients have to bear the brunt of it financially, physically and mentally. The biggest loss is suffered by those living below the poverty line. For whom it is not possible to go elsewhere for better treatment.
Despite this, today such testing centers are being opened indiscriminately, about which there is no one to take notice. Experts say that rules and regulations have already been prepared by the state government for the operation of pathology centres.
With its implementation the government will earn a lot of revenue. Along with this, action will also be taken against the operators of illegal and violating pathology centers. But the health department is neither concerned about the patients nor is it concerned about the loss of revenue.
This is the reason why the department also seems indifferent regarding the registration of the centres. The seriousness of the department can be gauged from the fact that till now only 83 pathology and diagnostic centers have been registered in the district. Whereas more than five hundred testing and diagnostic centers are being operated in the district. As per the prescribed provisions, it is necessary to have basic facilities for the operation of any pathology center.
There is also a clear instruction to put up a rate chart for each test. The basic objective behind this is that only the prescribed amount should be recovered from the patients in the name of test and there should not be any arbitrariness in it. But, fee tables are not posted at most of the testing centers in the district. Due to this, the fee formula is being adopted as per the patient. Different amounts are being recovered from different patients for the same test.
Patients are being exploited in collusion
Due to the apathy of the health department, illegal pathology is being run indiscriminately in the district. Not only this, the patients are being exploited by the lab operators in collusion with the doctors. In fact, according to the provisions, only trained lab technicians have the right to examine the pathology of patients. But, most of the pathology labs running in the district do not have technicians. Patients are examined only by untrained personnel.

A provision for penalty has been made for running a testing house without registration. But the surprising thing is that not a single testing house is registered here. Due to non-registration of testing houses, there is no one to hear it at the departmental level. According to the provisions, for running a testing house without registration, a fine of Rs 50,000 can be imposed for the first time, a fine of up to Rs 2 lakh for the second time and a fine of up to Rs 5 lakh for the third time.
Illegal pathology labs running in the district
There is a flood of illegal pathology labs in the district. Illegal pathology labs are being operated indiscriminately under the guise of collection centres. According to the information, only about a dozen pathology labs and diagnostic centers are registered in the district. But, in the district headquarters itself, more than two hundred illegal labs are running under the cover of collection centres. This figure is said to be around one thousand in the entire district. These labs are being operated indiscriminately and samples of people are being taken and tested.

The government has implemented proper rules for running the lab, but surprisingly in the district, even the DMLT and his associates are running the lab, they are the ones who are signing the reports, whereas the lab operator should be MBBS, MD pathologist. Not only this, the lab which is being operated illegally neither has the registration of Pollution Board as per rules nor the registration of registered medical waste firm.
Health department personnel increased the number
The connivance of the office staff is being said to be behind the operation of the illegal pathology lab. The doctors who are sending their patients to these labs for testing in order to earn more commission play no less role in their growth. Many doctors are taking samples from their clinics and sending them to these labs.
