‘Data lock’ in birth certificate online process, Aadhar update stuck due to lack of QR code.
Birth certificates made offline Online People are facing huge difficulties in getting registered in the system (Birth Certificate Issue). The biggest problem is coming to light with the certificates issued from the e-District portal between 2016 and 2021. The system is rejecting the data of this period as ‘locked’. Therefore, thousands of parents are facing problems in getting their children’s Aadhaar cards made and updated, because the QR code is not present in the old birth certificates.
Earlier in Chhattisgarh, birth certificates were issued through the e-District portal, but in the year 2020, the Central Government issued an order that there should be a uniform format of birth-death certificates across the country. After this, Civil Registration System (CRS) was implemented in the state. The new certificates are now available with QR codes and digital verification, making them valid for Aadhaar and other important documents.
The problem arose when the process of linking old birth certificates with the online record (Birth Certificate Issue) was started. Many parents applied to convert the offline certificate into digital format, but the portal is showing the records of 2016-2021 as locked. Due to this the update process is not progressing. It is being told that due to lack of QR code on e-district certificates, digital verification is being hampered and they are being rejected in making Aadhaar card.
Officials say that e-district certificates are still valid for administrative purposes, but the Aadhaar card process is being hampered due to technical standards. Many parents’ immediate tasks—from school admissions to health insurance and identity verification—are on hold.
Regarding the data lock problem, many districts have sent letters to the Directorate of Economics and Statistics demanding that the data for the period 2016-21 be unlocked, so that old birth certificates can be registered on the CRS portal. In the letter sent to the Directorate, it has been said that if technical improvements are not made in time, this problem may become more serious.
Experts believe that it is necessary for civil documents like birth certificate to be online, but in the transitional situation, lack of technical coordination is becoming the biggest hurdle. QR code requirement for Aadhaar card is increasing the challenge of adjusting the old files to the new system.
Both the public and the officials are now waiting for the solution. Many families have expressed apprehension that if the problem of Aadhaar card stuck (Aadhaar Trouble) continues for a long time, it will have a huge impact in the coming educational and administrative cycles. At present, the hope is for administrative intervention, so that thousands of pending records can come online soon.
