Ranchi: State Government’s Rural Development Minister Deepika Pandey Singh met Union Panchayati Raj Minister Lalan Singh in New Delhi on Tuesday and requested for early release of the pending grant amount under the 15th Finance Commission. During this, she informed about the status of Panchayats and rural development works in the state and said that lack of funds is adversely affecting the implementation of the schemes.
Chief Minister Hemant Soren, Kalpana Soren and Rabindranath Mahato, who attended the reception of Governor Santosh Gangwar’s son and daughter-in-law, also congratulated.
It is noteworthy that during the winter session of Jharkhand Assembly, the ruling party and the opposition had come face to face regarding the Centre-State fund. The Rural Development Minister had alleged that the Union Minister is not giving time to meet and the amount of about Rs 2736 crore of the 15th Finance Commission is being withheld. This meeting with the Union Minister is considered important. The state government is hopeful that the release of the pending grant amount soon will give new impetus to the Panchayats and rural development schemes. Minister Deepika Pandey Singh expressed gratitude to the Central Government for recommending untied grant under the 15th Finance Commission and sanctioning Rs 40 crore for the remaining activities of training and capacity building under Rashtriya Gram Swaraj Abhiyan (RGSA). He said that this will strengthen the training and administrative capacity of Panchayat representatives, which is essential for rural self-governance.

Provision of Rs 2736 crore, but the amount has not been received yet
The Rural Development Minister said that under the 15th Finance Commission, there is a total provision of Rs 2736 crore for Jharkhand for the financial years 2024-25 and 2025-26. This includes Rs 1094.40 crore untied grant and Rs 1641.60 crore tied grant. However, he expressed concern that till now the state has not received the amount under any head for these two financial years. The Minister said that the 15th Finance Commission is in its final stages. In such a situation, the state should get at least two installments of tied and two installments of untied grant in the financial year 2024-25, and similarly all four installments in the year 2025-26 also on time. With this, Panchayats will be able to get stable and assured resources for the schemes.
Demand to provide advance information about procedural conditions
Deepika Pandey Singh also requested the Central Government to make the information about all mandatory conditions and procedures clearly available to the state at the beginning of the financial year itself. This will avoid delay in transfer of funds and avoid last minute technical or procedural hurdles. He said that effective implementation of the schemes will be possible with timely fund transfer.

Many senior leaders of the state BJP also met the Union Panchayati Raj Minister. According to the statement issued by the party, the meeting held under the leadership of BJP State President and Leader of Opposition Babulal Marandi was attended by Working State President Aditya Sahu, Union Minister Annapurna Devi and former State President Deepak Prakash.
Minister Chamra Linda contacted the Center on scholarship issue.
Welfare Minister Chamra Linda met Union Minister of State for Social Justice and Empowerment Ramdas Athawale and raised the issue of pending scholarships for SC and OBC students. The Union Minister of State called the departmental secretary and directed to release the outstanding amount soon, which has increased the hope of getting relief to the students.
