Indian Army Procurement Policy: The procurement policy of the Indian Army has undergone a historic change in the last five years, with dependence on foreign companies dropping from 38 per cent to 12 per cent. At the same time, the share of Indian private enterprises in military contracts has increased from 5 percent to 31 percent. Realizing that it is not possible to become a developed nation on ‘Usanya’ technology, the Army is now emphasizing on indigenous private partnerships, asserted Deputy Chief of Army (Capability Development and Sustainability) Lt. Gen. Rahul R. Singh did.

He was speaking at a seminar on ‘Jai Se Vijay’ (Unity, Self Reliance and Innovation) organized by the Army’s South Headquarters. On this occasion, he presented a review of the procurement of the Indian Army in the last five years. Singh said that in the financial year 2019-20, the Indian Army had signed contracts worth around Rs 37,000 crore. At that time, the share of foreign companies was 38 percent, while the share of private enterprises was only 5 percent. However, in a single financial year of 2024-25, the Army has awarded contracts worth more than 84 thousand crores, and the share of foreign companies has come down to only 12 percent.

He noted that the share of the Indian private sector has increased six-fold to 31 percent, while the share of Public Sector Undertakings (PSUs) has remained stable at 57 percent. India’s defense output has reached the mark of Rs 5.1 lakh crore this year, an increase of 90 percent compared to 2019. Stating that the contribution of the private sector in defense exports is the highest i.e. 65 percent, he said that this underlines the potential of Indian industries and the growing confidence in them at the global level.

‘Policy autonomy will now be inevitable’
