Delhi Metro New Rules: After the Public Trust (Amendment) Bill 2026 is passed by the Parliament, now selling goods without permission in Delhi Metro will cost heavily. According to the new rules, if a person sells or tries to sell anything inside the metro premises or train without permission, he may have to pay a fine of up to Rs 5,000. To curb those selling goods illegally, the government has increased the amount of fine compared to earlier.
Fine will be up to Rs 5 thousand
This change has been made by amending Section 73 of the Metro Railway Act 2002. Earlier, there was a very small penalty for selling goods without permission in the metro. Just Rs 100 to Rs 400. Even in the year 2019, its maximum limit was only Rs 400, which has now been directly increased to Rs 5,000. The government has made this huge increase in the fine so that people take the rules seriously and illegal selling in the metro premises can be completely stopped.

Will get relief from complaints
Complaints like selling goods without permission, begging, collecting donations or distributing religious pamphlets are often received in metro premises. For example, in December 2025, a passenger complained about soliciting donations and distributing religious material inside the coach. Such activities not only cause trouble to passengers but also adversely affect the safety and convenience of the metro.

What will be the benefits of implementing the new rules?
The government believes that these new strict rules will further improve discipline and order in the metro complexes. The main objective of imposing heavy fines is to curb activities taking place without permission, so that the travel of passengers can become safer and more convenient than before.
