Delhi Police regarding police action taken during ‘Parliament March’ of students in Delhi (Delhi Police) has released a detailed report. The report said that the peaceful protest that had been going on for several weeks at Jantar Mantar turned into a tense situation when a group of protesters tried to march towards the high-security zone beyond the limits of the stipulated conditions and permissions. According to Delhi Police, the area around Parliament and other sensitive government establishments is extremely important from security point of view. In such a situation, serious challenges related to law and order and security had arisen due to the movement of a large number of protesters towards the restricted area.

According to the police, this area is extremely sensitive from security point of view and no unauthorized march was allowed here. Reports said a group of protesters broke security barricades and damaged police vehicles at several places. Police claim that the protesters were repeatedly warned to control the situation and tried to stop them from moving forward, but these warnings were ignored.
Parliament march was not allowed

Police say that these barricades were installed keeping in mind the security of the Parliament area.
Delhi Police has alleged that many police vehicles were damaged during this period. The media persons present at the spot were targeted, heckled, hooted and treated rudely, which also hampered media coverage. According to the police, senior and elderly police officers who were trying to control the situation and maintain security cover were also surrounded by the mob. The report claims that they were manhandled, due to which several officers were injured.
Warning not heeded even after announcement of Section 163
Delhi Police has presented its stand in detail amid questions and criticism being raised on social media regarding the use of lathi charge and tear gas during the Students’ Parliament March. The report released by the police, giving a step-by-step description of the incident, said that all necessary legal procedures were followed before the use of force. According to reports, Section 163 of the Indian Civil Security Code (BNSS) was imposed in the area due to security reasons during the Parliament session. Police say that the protesters were repeatedly informed about this through loudspeakers and they were appealed to stay within the designated demonstration area.
Targeted lathi charge after breaking barricade and pelting stones

According to the police, as the protesters moved towards Parliament, a stable human chain of policemen was initially formed behind multi-layered barricades to prevent the mob from moving forward.
The report said that when some members of the crowd started climbing the barricades and tried to remove them, the police initially resorted to mild force and used water cannon. Police claim that there was no lathicharge at this stage. According to Delhi Police, the situation turned serious when some people tried to break the barricades, started pelting stones and damaged public property. After this, to maintain security and protect the sensitive area, targeted lathi charge was carried out on people trying to break the barricades. Besides, permission was also given to release tear gas to control the situation.
According to reports, a phased action was taken to maintain law and order when a group of protesters tried to break security barricades, damage police vehicles and pelt stones at policemen. The police claimed that the purpose of the use of force was only to control the crowd and ensure the safety of the high-security zone. Delhi Police says that as soon as the crowd started dispersing and the immediate threat to security ended, the lathi charge and other use of force actions were immediately stopped. The report also said that policemen were instructed to exercise maximum restraint during the entire operation.
