DL-13 registration resumed, DL-14 canceled – Obnews

Delhi’s transport department has announced a major restructuring to improve access to services to citizens. Under this, the department will reopen 13 district-level regional transport offices (RTOs)—one office in every revenue district—and reintroduce the DL-13 vehicle registration series while scrapping the DL-14 series.

Post-Covid, Delhi had converted almost 90% of its transport services to online mode through the ‘Parivahan’ portal without face-to-face visits. Currently, only four RTOs provide in-person services: Mall Road, Sarai Kale Khan, Mayur Vihar, and Dwarka. Officials acknowledged that fully digital processes have their limitations, especially in cases where physical verification of documents, inspection of vehicles, tests of learner licenses, transfer of ownership and enforcement activities are required. The new model will retain online services as the main medium, while physical RTOs will be used as support centers for complex or non-digital needs.

One RTO in every district
The 13 new RTOs will be set up at the following locations (corresponding to the reorganized 13 revenue districts of Delhi):

– Northern/Central Zone: Mall Road (Old Delhi), Wazirpur (Central/North), Burari (North)
– Southern/Western Region: Lado Sarai (Southern), Sarai Kale Khan (South-Eastern), Dwarka (South-Western), Hari Nagar (Western), Raja Garden (Central)
– Eastern/North-Eastern Zone: Mayur Vihar (East), Loni (North-East)
– Outer Zone: Jam Nagar House (New Delhi), Rohini-1 (Outer North), Rohini-2 (North-West)

This decentralized approach aims to reduce long distance travel for residents.

Return of DL-13 series
The department will start re-issuing registration of vehicles under the DL-13 series, which was abandoned earlier. The DL-14 series will be discontinued as part of the restructuring being done under the provision of one RTO in every district.
