What exactly is Constituency Delimitation?

Delimitation is a legislative process by which the geographical boundaries of Lok Sabha constituencies in a country and legislative assembly constituencies in states are redrawn based on current population statistics. The main objective of this process is to ensure equal and balanced representation of voters in each constituency. At present, the allocation of 543 Lok Sabha seats in the country is mainly based on the 1971 census data. A long-standing constitutional moratorium on incremental redistribution of seats was imposed to avoid political disadvantage to states that performed well in family planning and population control initiatives. Now, if this new process of delimitation is implemented, both the total number of seats in Parliament and the influence of several states in the country’s politics are expected to change dramatically.

Talks with regional parties

Historically, there have been major ideological differences between the northern and southern states of the country on the issue of delimitation. Keeping this sensitive matter in mind, the central government has already initiated the process of consultation to avoid any possible political conflict or regional dispute. According to sources, the government has started preliminary behind-the-scenes talks with major regional parties like the DMK in Tamil Nadu and the Trinamool Congress (TMC) in West Bengal, while other regional political groups are also being approached. There are currently 543 seats in the Lok Sabha, based on the population of decades ago. If the new constituencies are redrawn according to the existing population figures, the picture of representation of seats in the states will change completely, which the opposition parties fear will upset the regional balance.
