DGCA proposes foreign airlines appoint Indian national or local entity as representative in India

India’s aviation regulator Directorate General of Civil Aviation (DGCA) has proposed a new regulatory requirement that could mandate foreign airlines operating in the country to appoint an Indian national or a registered local entity as their official representative in India.

The proposal is part of a broader set of regulatory changes under review for airlines operating flights to and from India under bilateral air service agreements.

Mandatory local representative

Under the proposed framework, foreign carriers would be required to designate a local representative in India who is either an Indian national or a registered local entity. The regulator said the representative must also be well versed in Indian aviation regulations and legal requirements.

The move is aimed at strengthening regulatory oversight and ensuring that foreign airlines have a responsible entity within India to handle compliance matters, operational coordination and passenger-related issues.

Flight schedule submission requirement

The DGCA has also proposed that foreign airlines file their flight schedules at least 30 days before commencing services. This requirement is expected to give regulators and airport authorities sufficient time to review operational plans and ensure compliance with bilateral aviation agreements.

Such advance submission could also help improve coordination between airlines, airports and aviation authorities.

Passenger grievance redressal mechanism

Another key proposal requires foreign airlines to maintain a passenger grievance redressal system in India to address complaints from travellers.

The measure is intended to strengthen consumer protection and ensure that passengers flying on international carriers have access to a structured mechanism to resolve service-related complaints such as flight delays, cancellations and baggage issues.

Consultation process underway

The regulator has invited stakeholders to submit comments on the proposed changes to rules governing foreign airlines operating under bilateral air service pacts with India.

The proposed framework is expected to enhance regulatory compliance, improve passenger service standards and provide Indian authorities with clearer oversight of foreign airline operations within the country.

If implemented, the new rules could affect multiple international carriers operating flights to India, requiring them to strengthen their local presence and compliance mechanisms.
