Driving into Singapore will cost foreign drivers more from 2027
Under the changes announced by Singapore’s Land Transport Authority on Feb. 6, foreign-registered cars and motorcycles entering the city-state will face higher daily Vehicle Entry Permit (VEP) charges, and the annual 10 free VEP days will be eliminated. Free weekday VEP hours will also be removed.
The daily VEP fee for foreign-registered cars will rise to S$50 (US$40), up from S$35, while motorcycles will pay S$7 a day, compared with S$4 currently. From 2027, the VEP will apply on all weekdays, with exemptions only on weekends and Singapore public holidays, The Straits Times reported.
At present, foreign motorists enjoy 10 free VEP days each calendar year in addition to weekend and public-holiday exemptions. They are also exempt from VEP charges if they enter Singapore after 5 p.m. and leave by 2 a.m. the next day, or during certain hours in the June and December school holidays. These concessions will end when the new rules take effect, according to CNA.
The authority said it reviews entry permit fees periodically to ensure that the cost of using a foreign-registered vehicle in Singapore remains comparable to that of owning and operating a locally registered vehicle, adding that the gap has widened in recent years.
Fees for foreign-registered goods vehicles will also increase. The monthly Goods Vehicle Permit (GVP) will be raised to S$70, from S$40. Vehicle owners may still purchase GVPs at the current rate before the revised fees take effect, but any permit covering periods from Jan. 1, 2027 onward will be charged at the higher rate.
The fee changes are part of preparations for Singapore’s next-generation Electronic Road Pricing system, which will be introduced from Jan. 1, 2027. From April 1, foreign motorists will be able to install the new ERP 2.0 on-board unit in their vehicles. Installation is mandatory for Malaysian taxis for enforcement and tracking purposes, but optional for other foreign-registered vehicles.
From 2027, foreign-registered vehicles without an on-board unit will be charged a flat ERP fee of S$3 per day for motorcycles and S$10 per day for other vehicles on days they travel on Singapore roads. Currently, cars without an in-vehicle unit are charged S$5 per day only when using ERP-priced roads during operating hours.
The on-board unit costs S$158.70 until Dec. 31, excluding installation fees, and can be installed only at authorized workshops in Singapore. The transport authority said details on installation arrangements for foreign motorists will be announced later.
