According to officials, the search operation was conducted at around 40 locations and it involved central investigative agencies as well as local police.

Why was the action taken?

Sources said that this operation is related to old cases of ATS and NIA. ATS had earlier investigated some activities in Borivali village of Padgha. On the same basis, a large-scale raid was conducted on Thursday. Action is going on at the houses of many suspicious people and ED is investigating suspicious financial transactions. ATS is helping the ED team at technical and local level. Security has been increased in the entire area.

Important facts revealed in the investigation

According to sources, serious allegations have come to light against Saqib Nachan, a resident of Borivali village. Investigation revealed that he was preparing to declare the village a separate country. He had reportedly named the region ‘al-Sham’ and had also prepared a separate constitution, separate cabinet and independent administrative structure. There is also an allegation of trying to create a slipper cell by provoking the youth. ED and ATS teams are continuously raiding to identify this economic network and the people associated with it.

June 2025 action

In June this year, ATS and Thane Rural Police had searched 22 locations of former SIMI (Students Islamic Movement of India) official Saqib Nachan and his supporters in Borivali village. During that time, 19 mobile phones, objectionable documents and digital material related to fundamentalism were seized.

NIA’s old investigation

Two years ago, NIA had also raided the same area in connection with terrorist activities. Saqib Nachan was arrested during the same action. Later in June 2025, he died in a hospital in Delhi. At present, joint action of ED-ATS is going on and the agencies are investigating every person and source associated with this network.
