Big revelation in ED investigation on Alfalah University: Recruitment of fake doctors and manipulation of patient data.
Many shocking revelations have come to light in the recent investigation of the Enforcement Directorate (ED) regarding Faridabad-based Al Falah University. ED has filed a charge sheet in the court against the university’s Al Falah Charitable Trust and its founder Jawad Ahmed Siddiqui. The investigation revealed that the university had committed several irregularities to deceive the National Medical Commission (NMC). Fake doctors were recruited just before the inspection, to make them appear to be regular staff. Apart from this, the help of middlemen was taken to show the rush of patients in the hospital and facilities were hastily prepared.
According to the report, ED said that the university made false claims about its affiliation to woo students. Due to this fraud, the career and future of thousands of students has been played with. During the investigation, the agency also detected 9 shell (fake) companies, which were used by the university for misappropriation and money laundering. ED says that these companies were directly linked to the university’s trust and founder Jawad Ahmed Siddiqui.

Citing the ED chargesheet, officials said that the doctors appointed in the medical college existed only on paper. Investigation revealed that he was shown as a regular teacher under conditions like “two days a week” or 22 day punch shift. Its objective was to get the necessary approval from the National Medical Commission (NMC) and to keep the health care unit of the hospital running without any interruption.
According to officials, the ED has recorded the statement of the university registrar. The Registrar acknowledged the compass visit conducted by the investigating agencies and the arrest of Dr. Muzammil and Dr. Shaheen attached to the University Hospital. He said in his statement that the doctors of the medical college established in 2019 were appointed without any police verification. This step makes it clear that procedural safeguards and rules were ignored in the appointments.
The vice-chancellor and principal of the university told the ED that the doctors who are being accused of alleged involvement in terror-related cases were all appointed during his tenure. They include Dr. Muzammil Ganai, junior resident in the department of general medicine since October 2021, Dr. Shaheen Saeed, associate professor in the department of pharmacology since October 2021, and Dr. Umar Nabi, assistant professor in general medicine since May 2024, who was involved in the alleged suicide bombing. The Vice Chancellor and Principal clarified that all the processes in these appointments were done as per their jurisdiction and rules.
The vice-chancellor told the agency that the appointments of these doctors were recommended by the human resources head of the university and were approved by Siddiqui, after which formal appointment letters were issued. He also admitted that no police investigation or verification was done at the time of these appointments.
According to the investigating agency, on November 10 last year, there was a blast in a car filled with explosives near the Red Fort in Delhi, in which 15 people were killed and many were injured. Dr. Umar Nabi, who was driving the car, died in the blast, while Dr. Muzammil Ganai and Dr. Shaheen Saeed were arrested by the NIA.
Dr Umar Nabi’s name has also been included in a document of the charge sheet as the regular doctor of the medical unit. Siddiqui, the founder of the university, said in his statement before the agency that he has no connection with any terrorist or banned organization. The Enforcement Directorate (ED) records statements of various persons in a money laundering investigation under Section 50 of the PMlA and such statements are considered admissible before the court.
