As per Election Commission rules, a period of 3 to 6 weeks is generally allowed from the announcement of dates to the actual polling. In this, candidates are given time to fill the application (nomination), scrutinize the applications and withdraw the name. Also, the administration needs this period to deploy security forces and prepare polling stations.
Why is a code of conduct imposed?
The main objective of the Code of Conduct is to conduct the election process in a fair, transparent and pressure-free manner. These rules are strictly followed to prevent the ruling party from abusing its position or government machinery to influence the voters. These rules are not only limited to polling day, but remain in effect till the final results are announced.

As soon as the code of conduct is implemented, the control of the political leaders over the government machinery ends. No minister or leader can use government vehicles, aircraft or machinery for official tour for election campaign. New schemes ‘break’
Government announcements are the biggest hit to the code of conduct. Once the elections are announced, the government can’t break ground and inaugurate any new economic schemes, road construction, or development works. Works which have already commenced may continue; But no new financial change or announcement can be made in such works. In short, any new decision that might appeal to the electorate is completely cash-strapped.
Strict rules of promotion
The commission has also drawn up strict rules for election campaigning. It is mandatory to obtain written permission from the local police and administration before holding any rally, meeting or procession. A temple, mosque or any religious place cannot be used as a platform for election campaign. Asking for votes on the basis of caste, religion or sect is considered a serious breach of code of conduct. Any statement that creates hatred between two communities can lead to direct cancellation of candidature.
