Election theft has stopped with the introduction of EVM, hence they are feeling pain in their stomach… Amit Shah said in Lok Sabha
New Delhi. Election reforms were discussed in the Lok Sabha on Wednesday during the winter session. Speaking in the Lok Sabha, Home Minister Amit Shah said in his address that there was a two-day deadlock in the beginning of the session to discuss electoral reforms. This gave a kind of misunderstanding and misconception to the public that we do not want this discussion. I want to clarify that Parliament is the biggest panchayat of discussion in this country, and we never run away from discussion with BJP-NDA. Whatever the issue, we are ready to discuss it as per the rules of Parliament.

Amit Shah said, we discussed with the opposition for two days whether it should be done after two sessions, but when they did not agree, we said yes. There are two reasons for not speaking for this discussion…First, they (opposition) were asking for discussion in the name of SIR. SIR cannot be discussed in this House, because the responsibility of SIR lies with the Election Commission of India. Election Commission of India and Election Commissioner, they do not work under the government. If there is a discussion and some questions are asked then who will answer it?
He further said, the discussion was fixed for electoral reforms, but mostly the opposition members discussed only SIR. Lies were spread unilaterally on SIR for four months and an attempt was made to mislead the public. The Election Commission was created under Article 324 of the Constitution of the country, in a way the Election Commission is a constitutional institution. Provision was made in the Constitution for the formation of the Election Commission, its powers, electoral process, definition of voter and preparation and improvement of the voter list and when the provision was made, our party had not yet been formed.
Also said, under Article 324 of the Constitution, the complete control of the formation of the Election Commission, appointment of Election Commissioners, Lok Sabha, Rajya Sabha, Legislative Assembly, President and Vice President, all these elections has been given to the Election Commission. And if there is more than one Election Commissioner, then this control is given to the Election Commissioner. Article 326 of the Constitution sets out the eligibility, qualifications and conditions of being a voter. The first condition is that the voter should be a citizen of India and not a foreigner. They (opposition) are saying why is the Election Commission doing SIR? Hey, it (Election Commission) has a responsibility, that’s why he is doing it.
Amit Shah further said, the first SIR took place in 1952. At that time the Prime Minister was Jawaharlal Nehru from the Congress Party. The second SIR took place in 1957. Even at that time, the Prime Minister was Jawaharlal Nehru from the Congress Party. The third SIR took place in 1961. Even at that time, the Prime Minister was Jawaharlal Nehru from the Congress Party. SIR happened in 1965–66, at that time also Lal Bahadur Shastri from Congress was the Prime Minister. SIR took place in 1983–84, when Indira Gandhi was the Prime Minister. SIR took place in 1987–89, when the Prime Minister at that time was Rajiv Gandhi. SIR took place in 1992–95, when Prime Minister P.V. Was Narasimha Rao. SIR took place in 2002–03, when the Prime Minister at that time was Atal Bihari Vajpayee. SIR ended in 2004, when the Prime Minister was Dr. Manmohan Singh.

He further said, after 2004, now SIR is happening in 2025 and currently the government is of NDA. Till 2004, no party had opposed the SIR process. Because this is the process of keeping the elections sacred. If the voter list, the basis on which elections are held in a democracy, is polluted, then how can the elections be clean? A thorough revision of the voter list is necessary from time to time, hence the Election Commission decided that SIR will be done in 2025. Along with this, Amit Shah said that with the introduction of EVM, theft in elections has stopped, hence he is feeling pain in his stomach. Earlier entire booths used to be looted but with the advent of EVM all this has stopped.
