The AWPC claims that 3 million dogs are at risk.

This is being done keeping in mind human values. The government is running the ‘Trap, Neuter, Vaccinate Return (TNVR) programme. Dogs are being spayed, neutered, captured and then released.
The problem of stray dogs in Morocco is a long-standing one. There are 1 lakh dog bite incidents every year.

In August 2025, Morocco presented a draft of a new law. According to the new laws, if a person intentionally kills, injures or kills a stray animal, he can face a jail term of 2 to 6 months and a fine of up to $2000.
FIFA said that Morocco had promised in the World Cup auction that the animals would be kept safe. Now talks are being held with the Moroccan Football Federation in this regard. If this cruelty turns out to be true, Morocco will be criticized.
