Government-opposition face to face on paper leak issue, why is the matter not being resolved in Parliament even after agreeing to discuss?

Both the ruling party and the opposition have agreed to debate on the issue of paper leak in NEET and other examinations, but the deadlock continues in Parliament due to lack of consensus on the format and demands of the discussion.

Both the government and the opposition are talking about discussing this matter in the House, but despite this, the proceedings are not going on smoothly in the Lok Sabha and Rajya Sabha. Due to the uproar, the House proceedings had to be adjourned for the third consecutive day.

Not running away from debate, opposition said – answer is necessary

On behalf of the Central Government, Parliamentary Affairs Minister Kiren Rijiju made it clear that the government is fully ready to discuss the issue of paper leak. He says that there should be a detailed discussion on this issue in the House and the government is ready to present its side.

At the same time, the opposition says that the matter will not be completed by mere discussion, but the government will also have to fix the responsibility. Leader of Opposition in Lok Sabha Rahul Gandhi demanded that Education Minister Dharmendra Pradhan be removed from the post and the government should tell what concrete steps will be taken to prevent irregularities in examinations in future.

Consensus stuck not on the discussion, but on the method of discussion

The main reason for the current deadlock in Parliament is differences over the process of holding discussion. The opposition wants the issue to be debated under special rules, while the government is in favor of the discussion under the normal procedure.

The opposition in Rajya Sabha is demanding discussion under Rule 267. Under this rule, any issue is given the highest priority and only that topic is discussed, stopping other work of that day. In this, it starts with a statement from the government and at the end a reply is given.

Emphasis on adjournment motion in Lok Sabha

The opposition in the Lok Sabha is demanding a debate through an adjournment motion. In this system, the regular functioning of the House is stopped to discuss any serious and important topic.

The opposition argues that paper leak is a matter related to the future of lakhs of students, hence it should not be taken as a general discussion. The government says that it is ready for discussion, but the prescribed procedure of the House should be followed.

Opposition demands- accountability should be fixed first

Opposition parties including Congress allege that incidents like paper leak have affected the confidence of students. The opposition is continuously demanding answers from the government regarding the resignation of the Education Minister and improvement in the examination system.

Samajwadi Party President Akhilesh Yadav has also raised the issue of action against students and flaws in the examination system. He says that the debate should not be limited to only political allegations and counter-allegations, but should focus on the problems of the students.

Work affected in Parliament for three days

The opposition is continuously protesting regarding the paper leak issue. On Tuesday, many opposition leaders including Rahul Gandhi, Congress President Mallikarjun Kharge protested on this issue. Later SP chief Akhilesh Yadav also joined it.

Lok Sabha Speaker Om Birla appealed to both the parties to reach a mutual agreement and find a way for discussion, but due to the continuing uproar, the proceedings of the House were repeatedly disrupted.

Why is discussion important in Parliament?

In a democratic system, Parliament is the biggest forum for dialogue between the government and the opposition. Here the government gives information about its policies and decisions, while the opposition raises questions and demands answers.
