Ranchi:In his address on the first day of the budget session of Jharkhand Assembly, Governor Santosh Kumar Gangwar stressed on the strength of the federal structure and said that timely economic cooperation from the Central Government is essential for the proper development of the states. He clearly said that without developing and prospering Jharkhand, the overall progress of the country is not possible.
The Governor said that due to lack of desired financial assistance, the state government is facing difficulties in implementing many ambitious schemes. In such a situation, there is a need to provide requisite support and resources from the Centre.

Inclusive development priority of government

The Governor said that the ‘rajdharma’ of the government is to ensure inclusive development for every section. The main goals are rapid economic growth, infrastructure expansion, welfare of the poor and weaker sections, empowerment of farmers and women and employment generation for the youth.
Zero tolerance on law and order

The government has adopted a policy of zero tolerance, giving top priority to law and order. In the year 2025, 1,268 criminals were arrested in 1,413 cases of cyber crime. An amount of Rs 111 crore was blocked through Cyber ​​Helpline 1930, while about Rs 12 crore was returned to the victims under Section 497 BNS. Taking strict action against corruption, 54 public servants have also been arrested.
Jharkhand’s presence on the global stage

To give a new direction to the industrial development of the state, the government participated for the first time in the Davos conference of the World Economic Forum and presented investment-oriented policies and “Growth in Harmony with Nature” based development model. Subsequently, investment prospects were strengthened through high-level meetings in the United Kingdom, especially in London. Under this joint initiative, the state has so far received investment proposals worth approximately Rs 1.27 lakh crore.
Promotion of industry and MSME

Jharkhand MSME (Special Concession) Act, 2025 has been implemented implementing reforms under Ease of Doing Business. Self-employment is being encouraged by providing advanced training to weavers, craftsmen and silk producers.

Employment and skill development for youth

In the financial year, 12,576 youth were selected through 229 recruitment camps and 85 job fairs. Migration assistance centers are being opened in seven states to provide legal and financial guidance to the workers working abroad.
Progress in digital and IT sector

Construction of Software Technology Parks has been completed in Ranchi, Sindri and Deoghar. Youth are being encouraged for technical entrepreneurship through IT, data center and startup policy. Work has been expedited towards providing internet facility up to the Gram Panchayat level.

Notable achievements have been recorded under the Supplemental Nutrition Programme, Savitribai Phule Kishori Samriddhi Yojana and Child Marriage Free Jharkhand Campaign. In the current financial year, assistance worth Rs 130 crore was given to 3.5 lakh beneficiaries. The state has achieved national leadership by stopping more than one lakh child marriages.

In the end, the Governor called upon the House to take decisions in public interest through meaningful debate and consensus while maintaining democratic dignity. He expressed confidence that the government’s efforts towards creating the “best of the best state” will get the full support of the House.
