Big administrative decision of Himachal government, now oath of Panchayat heads will be taken in a different way
Himachal Panchayat Oath Ceremony: Himachal Pradesh Government has taken a major administrative decision regarding the swearing-in ceremony of Panchayat Pradhan and Deputy Pradhan. Industry Minister Harsh Vardhan Chauhan said that the Cabinet has decided that now the oath of Panchayat heads and Deputy Heads will be administered at the district level only.
This program will be organized on June 15 and ministers in different districts will be entrusted with the responsibility. The Chief Minister himself will administer the oath at Dharamshala in Kangra district, while other ministers will do this in other districts.
Financial expenses also seemed high
Earlier, swearing-in ceremonies were held at sub-division or other levels. Due to which many types of problems arose. Panchayat representatives from far-flung areas like Kinnaur, Bharmour and Lahaul-Spiti had to come to Shimla or other remote places. Which took a lot of time and also increased the financial expenditure. While quoting, he also said that many times Panchayat heads and deputy heads used to spend a day traveling to attend the programme.
Representatives will get big relief
Due to which a total of two to three days’ time and resources were wasted. Apart from this, additional expenses on accommodation and travel also put a burden on the government. Due to these inconveniences, many elected representatives were not able to attend the function.
Swearing in ceremony held
While talking to the media, Harsh Vardhan Chauhan said that the aim of the government is to make the administrative process more practical and effective. For this reason this decision has been taken. Now swearing-in ceremonies should be organized at the district level, so that all the representatives can easily participate and no one has to face unnecessary trouble.
Provision of Panchayati Raj Act
He also clarified that there is no strict legal requirement regarding administering the oath. This should be done only at a particular level. There is no provision in the Panchayati Raj Act as to who will administer the oath, hence the government can decide this arrangement based on its administrative decision. The Deputy Commissioner will also be present in this process to ensure presence at the district level.

Utilization of administrative facilities and resources
The minister said that the ministers themselves are a part of the government. Therefore they can participate in the process of administering the oath. This entire system has been designed keeping in mind administrative convenience, transparency and better utilization of resources.
