According to the investigation report, on October 21, the CM had gone to the CID headquarters in connection with a program. Regarding the program, an IG rank officer had called a sub-inspector to his office and ordered him to bring some food items for the CM from Hotel Radisson Blu located in Lakkar Bazar, Shimla.
The driver was sent to bring the goods.
On these orders, an ASI and HHC driver were sent to bring the goods and he brought three boxes of samosas and cakes from the hotel. This item was given to a woman officer of Inspector rank. After this, the lady officer asked to keep this item in the room of a higher official, after which it was kept somewhere else. During this period, these three boxes moved from here to there at many places.
During the investigation, the officials said in their statement that when they asked the Tourism Department employees on duty whether the food items kept in these compartments were to be served to the CM, the reply they received was that it was not in the CM's menu.
The goods were to be served to the CM
It has also been said in the investigation report that an MTO and HASI were made in-charge of the arrangements for tea, drinks etc. for the staff accompanying the CM. The woman officer said in her statement that she was not aware that the contents of these three boxes were to be served to the CM and those three boxes were handed over to the MT section without opening them.
According to the statement of IG orderly HASI, the three boxes which were open were brought to them by an SI and HHC and they had said that these items have to be served to the DSP and other staff sitting in the office of IG Sahib. On his request, the food items kept in the box were served along with tea to the 10-12 people sitting in the IG's room.
Distributed these goods without asking any higher official
On the basis of the statements of all the witnesses in the entire case, it was found that these so-called three boxes which were brought from Hotel Radisson, containing food items were meant for the CM only. Only the SI rank officer was aware of this. Despite this, these three coaches were sent by a woman officer of Inspector rank after the arrival of the Chief Minister. These boxes were opened in the presence of SI rank officer and food items were served to the CM's staff. The inspector rank woman officer had handed over these items to the MT section without asking any higher officer.
