Navi Mumbai, 12 February 2026: Patel Engineering Limited India’s leading infrastructure and construction services company today CIDCO Treated Water Tunnel (TWT) Project Successfully completed Tunnel Boring Machine (TBM) breakthrough in Package II. This record tunneling campaign has set a new national standard in the field of mechanized underground construction in India.
The breakthrough marked the successful conclusion of the tunneling phase, with Patel Engineering excavating 812.466 meters in a single month in January 2026, setting a record for the highest monthly TBM progress in India. The tunneling campaign was completed more than four months ahead of schedule, with over 10 lakh safe man-hours recorded during the project with zero accidents which is indicative of the project’s excellent execution discipline and commitment to safety. The TBM cutterhead came out at the planned exit site, Sai Gaon, Panvel, in the presence of Patel Engineering’s project head and controller as well as City and Industrial Development Corporation (CIDCO) officials.
The tunneling process was carried out by a 3.2 m diameter “Tiboti Khandy” TBM, manufactured by Terratec and named after the Oriental Dwarf Kingfisher. This mechanized method ensured highly accurate excavation, greater safety and minimal disruption to the ground, which is particularly useful for critical projects such as urban water infrastructure.

The CIDCO Treated Water Tunnel Project is an important part of CIDCO’s long-term water security strategy and includes a 6.27 km long treated water tunnel connecting Sai village to Vindhane village in Raigad district and associated works. After the project becomes operational, Navi Mumbai will be able to supply large quantities of clean water to meet the growing residential, commercial and industrial demands. Commenting on this breakthrough, the Managing Director of Patel Engineering Limited, Ms. Kavita Shirwaikar said:
“Today’s TBM breakthrough marks the successful conclusion of an extremely challenging tunneling campaign and confirms the record productivity achieved by our team earlier this year. Achieving this milestone required consistent precision, disciplined execution and seamless coordination between engineering, operations and safety departments. It underscores our ability to translate performance metrics into tangible results.”
A senior CIDCO official said:

After completion of the tunneling phase, further construction phases of the project will be taken up as per CIDCO’s infrastructure development plan. This milestone reaffirms Patel Engineering’s leadership in the field of mechanical tunneling and its proven track record in successfully completing complex underground projects under varied geological conditions.
