The Cheat Code Route

Since the code for Mew was never meant to be “unlocked” through gameplay, you’ll need to input a Master Code and an Encounter Code, which you have to look for. Once active, the very next Pokémon you see in the tall grass will be a wild Mew. One important thing is to have enough badges to make the Pokémon follow your orders better.
Save File Editing
If you’re playing on an emulator or have a way to pull your save file onto a computer, this is the better method for you. Since it takes less time and isn’t dodgy, you may like it better. Trading from an Older Save
