Unlock The Pokémon Center Rebuild Request
Before you can start rebuilding the Pokémon Center, you must unlock the request that allows you to repair it. This is tied to your early base building progress in the game.
The first step is building your initial home structure known as the Love Den. Once the Leaf Den is built, you must decorate its interior using at least three pieces of furniture. After completing the decoration, speak to Charmander and escort them to Professor Tangrowth.
This interaction triggers a short scene and rewards you with the Ditto Flag. You must then place this flag on or near your Leaf Den. Placing the flag officially registers your home base and unlocks the next stage of the story.
Once this is done, Professor Tangrowth will introduce the task of rebuilding the Pokémon Center.
Raise Your Environment Level
The rebuilding kit for the Pokémon Center will not appear immediately. To unlock it, your settlement must reach Environment Level 3.

One important requirement is Onyxwhich becomes available after completing a story event where you rescue it. If you have not completed this part of the story yet, the rebuild cannot start.
Start The Construction Process

The Pokémon will begin working together to restore the structure. However, the construction does not finish instantly. Instead, the game uses a real-world timer to simulate the building process.
