Lucknow: In Uttar Pradesh, the Yogi government has made a major administrative reshuffle of nine Indian Administrative Service (IAS) officers. Under the move, several principal secretaries have been assigned additional responsibilities along with their existing posts, while some officers have got new important postings. This reshuffle has been done with the aim of ensuring efficiency in the state administration and effective implementation of schemes.
These 9 IAS officers were transferred
According to the order issued by S.M. Devraj, who is currently holding the important post of Principal Secretary in the Department of Appointment and Personnel, has now been given the additional charge of Director General, Uttar Pradesh Academy of Administration and Management, along with his existing responsibilities. The Department of Appointment and Personnel is of utmost importance to the entire bureaucracy of the state, as it looks after the appointment, transfer and service related matters of officers. With an experienced officer like Devraj now getting the responsibility of the Academy of Administration and Management, it will help in training the administrative officers in the state and further improving their managerial capabilities, which will bring more quality in the government work.
At the same time, Anurag Yadav, who was earlier holding the responsibility of Principal Secretary, Information Technology and Electronics Department, has now been posted as Principal Secretary, Social Welfare and Sainik Welfare Department. This change is significant from an administrative point of view as it transfers the responsibility of implementing policies and programs related to the welfare of vulnerable sections of the society and ex-servicemen directly from the department dealing with technological innovation and digital governance of the state to an officer. The Social Welfare Department administers various schemes for the most vulnerable population of the state, and the posting of an experienced officer in this department is expected to speed up the implementation of these schemes.
Additional charge to Principal Secretary Alok Kumar
Alok Kumar-III, Principal Secretary, Planning and Program Implementation Department, has been given additional charge of Information Technology and Electronics Department along with his existing responsibilities. Kumar-III is already the nodal officer for the state’s ‘One Trillion Dollar Economy’ and ‘Zero Poverty’, which means he is working on the state’s larger goals of economic development and poverty alleviation. Now he will also have to look at important sectors like IT and Electronics, which are very important for the economic development of the state and will strengthen the role of Uttar Pradesh in the Digital India initiative.
Principal Secretary Saurabh Babu also given additional charge

This transfer will directly connect Ranjan with the health services of the state, which has become even more important since the Corona pandemic. By assuming the responsibility of the Health Department, he will contribute to strengthening the public health infrastructure of the state and providing better medical facilities to the citizens.
Special Secretary TK Shibu given additional charge of Managing Director of UP Agro.
TK Shibu, posted as Special Secretary, Agriculture Production Commissioner Branch, has been given the additional charge of Managing Director, UP Agro along with his present post. This post is important to promote investment and development in the field of electronics and information technology in the state. Kaushik’s experience will be helpful in strengthening the state’s digital infrastructure and encouraging technological innovations.
Similarly, another wait-in-waiting IAS officer Soumya Gururani has been appointed as Municipal Commissioner of Shahjahanpur Municipal Corporation. This is directly the responsibility of the urban administration at the grassroots level, where they have to look after the development of the city and improve the citizen services. The post of Municipal Commissioner is important for cleanliness, infrastructure and civic amenities in cities.
Dr. Bipin Kumar Mishra, who was the Municipal Commissioner of Shahjahanpur Municipal Corporation, has now been made the Additional Managing Director of Uttar Pradesh State Road Transport Corporation. This transfer takes him from the urban local body to the responsibility of the state’s public transport system.
