Patna. The action started in the name of making the Public Distribution System (PDS) transparent in Bihar is now creating a stir in the entire state. There is an atmosphere of panic in many districts after the government started large-scale verification of ration cards.

The irregularities exposed after Aadhaar linking have made it clear that for years lakhs of people were availing the benefits of government food grains, who had no right to it. The government has prepared the first list of this campaign, in which preparations are underway to remove 54.20 lakh suspicious names. This number itself is an indication of how big a problem was hidden in the ration system.

The figures of the verification campaign are shocking

About 2.34 lakh names are under investigation in Muzaffarpur, more than 1.5 lakh names are suspicious in East Champaran, questions on about 99,000 beneficiaries in Sitamarhi. These districts have submitted their detailed reports to the government. On the other hand, out of 10.33 lakh active ration cards present in Patna, 65,000–70,000 names are feared to be removed. The process of e-KYC has been expedited in many places.

When the investigation began by combining data from the IT, Transport, Revenue, Land Reforms and Civil Registration departments, many layers of fraud began to be revealed. Investigation found that many people who owned more than 2.5 acres of land, four-wheeler owners and income tax payers were also taking ration. The names of people who had died were also active, which means that till now a large number of people were taking advantage of the weaknesses in the system and were taking food grains, while the needy real beneficiaries remained deprived.

Bihar increased the pace of the campaign after receiving updated data from the central government. The rules of PDS clearly state that deceased persons, car owners, those with large land holdings and income tax payers are not eligible to take ration. Based on these criteria, the state government is now preparing for a major cleanup. Preparations are being made to send notices to those who are suspected of having fake documents. Under this, the beneficiaries will be given 90 days to prove their point.
