According to the news of Cricbuzz, ICC has blamed Virat Kohli for this entire incident and has punished him. According to Article 2.12, it is wrong to make inappropriate physical contact with a player or umpire in cricket. Without limitation, players shall violate this rule if they intentionally or recklessly walk or run or shoulder another player or an umpire.

Sam Constas was out after scoring 60 runs on 65 balls on the first day of the match, during this innings there was a clash between him and Virat Kohli. Actually, Virat came and hit Constas on the shoulder, after which there was an altercation between the two. This incident happened in the 10th over of the Australian innings. Former head coach and cricketer Ravi Shastri also criticized Virat for this action and said that it was a very useless act.

Whereas former Australian team captain Ricky Ponting said that Virat walked on the entire pitch to his right and provoked Sam Constas. There is no doubt of any kind in my mind. I have no doubt that the umpires and referees will keep a good eye on this. At that time the fielders should not even be around the batsman. Every fieldman on the field knows where the batsmen will meet and come together? It seemed to me that Constance looked for a long time, and did not even realize that there was someone in front of him. Virat Kohli may have to answer some tough questions regarding this entire incident.
