This area is adjacent to the Pakistan border and is considered geographically quite sensitive.

Sistan-Baluchistan is one of the poorest and most troubled provinces of Iran. The province, home to the Sunni Baluch population in Shia-majority Iran, has long been at the center of a conflict between ethnic and Islamic militants and security forces. The local administration has described the attack as a well-planned conspiracy to weaken the security of the province and incite communal tension. At present, the authorities are thoroughly investigating the matter and have appealed to the general public to exercise restraint and maintain peace. The killing of the Maulvi has further heightened security concerns in this border area.
