Is the effect of UGC rules visible? BJP-ABVP lost in Bihar-Jharkhand
Last year, Bharatiya Janata Party made a historic performance in the Bihar Assembly elections and formed the NDA government again. In these elections, the entire grand alliance including the Congress had suffered a major setback, but just a few months after these elections, Akhil Bharatiya Vidyarthi Parishad (ABVP), a supporter of BJP’s ideology, has been defeated in the student union elections held in Patna University. Along with this, BJP has also suffered a setback in Jharkhand civic elections. Experts believe that there may be new controversial rules of UGC behind this.
BJP has suffered a crushing defeat in the recently held civic elections in Jharkhand. Even in areas where the party was strong, candidates supporting the party have lost. Elections were held in a total of 9 municipal corporations but BJP won only 3. BJP could register victory only in Ranchi, Adityapur and Medininagar.

ABVP defeat in Patna University
ABVP, a supporter of BJP and Sangh’s ideology, has been defeated in Patna University. Shantanu Shekhar of National Student Union of India, the student organization of Congress, has won the post of President. ABVP had to face a crushing defeat on the post of President. This is the first victory for NSUI since 1980. Even though ABVP is not directly an organization of BJP, this defeat is being considered as a setback for BJP.
Was the defeat due to UGC rules?
Recently, the University Grants Commission (UGC) had promulgated the ‘Promotion of Equity in Higher Education Institutions Regulations, 2026’ rules. There was a lot of controversy over these rules. These rules were said to be dangerous for the general category people. The defeat in Bihar’s Patna University and Jharkhand civic elections is being linked to this. These elections have been held after the release of UGC notification.

Political experts believe that angry BJP voters in Jharkhand did not come out of their homes to vote. Voters of Janarav caste are considered to be voters of BJP only. There was protest among these castes regarding the new UGC rules. BJP has not yet clarified its stand on this. There was 37.84 percent voting in the student union elections held in Patna University. Which was 7.41 percent less than 45.25 percent last time. When the results came, the ABVP candidate lost the election for the post of President.
Similarly, the voting percentage in the elections held in 9 municipal corporations in Jharkhand was also low. Hazaribagh was considered a strong stronghold of BJP but here the votes were 5 percent less than last time. The results were against BJP and the party could win only 3 mayor posts.

Apart from low voting, BJP workers sitting at home was harmful for the party. Even in Patna University, there was no enthusiasm among ABVP workers. In the departments where ABVP used to get a lot of votes, this time the voting decreased. This is being considered a major reason for the defeat of ABVP. Despite the campaign of senior BJP leaders in Jharkhand, the party had to face defeat. People were seen discussing about UGC rules.
