Jharkhand health centers get new financial powers; End dependence on civil surgeon; These are the new rules

Jharkhand News: Jharkhand government has taken a big step to make the health system of the state strong and resourceful. Now the medical in-charges of the Primary Health Center (PHC) and Community Health Center (CHC) of the state have been given full responsibility to increase the facilities of their respective centres. Under this new rule, whether the hospital is Sadar or Subdivision, CHC or Ayushman Arogya Mandir, the medical officer in-charge there will be considered completely responsible for improving the system. The biggest thing is that now these in-charges will not have to wait for the decisions or approval of the civil surgeon of their district.

State’s Additional Chief Secretary (Health) Ajay Kumar Singh said that whatever practical problems were being faced in making the health centers resourceful, have been removed. By decentralizing the powers, the government has made in-charges of all health centers DDO (Drawing and Disbursing Officer). The biggest advantage of this will be that now these in-charges will not only be able to take decisions for the welfare of the patients and their institution, but will also be able to spend the amount as per need. When they get financial power, the doctors there will be directly responsible for keeping the system of health centers efficient.

No need to visit Civil Surgeon’s office

After this decision of the Health Department, now doctors will not have to take permission from the Civil Surgeon for important and minor works. Nor will they have to depend on them for funds. The in-charges will now be freed from having to visit the Civil Surgeon’s office to improve the arrangements of their hospital. Whether it is purchasing necessary medicines for the patients, purchasing any small equipment or hiring employees on outsourcing for work in the hospital, all these important tasks will now be decided by the in-charge of the hospital himself and will be able to get it completed immediately.

Will be able to spend the funds themselves under the maintenance plan

Additional Chief Secretary informed that under the Chief Minister Hospital Operation and Maintenance Scheme, the government gives a fixed amount to all the hospitals every year. After the health center in-charge has been made DDO, he will no longer be dependent on the civil surgeon for this amount. They will be able to spend this fund directly in improving the health facilities as per the needs of their hospital. Every year, the government gives Rs 75 lakh to Sadar hospitals, Rs 50 lakh to sub-divisional hospitals, Rs 10 lakh to community health centers or referral hospitals, Rs 5 lakh to primary health centers and Rs 2 lakh to health sub-centres or Ayushman Arogya Mandirs.

There will be a big improvement in the system

Now the health center in-charge will be able to spend this entire amount as per his need. Along with this, he has also been given the right to spend the contingency fund. Not only this, hospital in-charges will now be able to use the incentive amount received under Abu Health Scheme and Ayushman Scheme for the betterment of the hospital. There will be a double impact of this decision. On one hand, the workload will be reduced from the shoulders of civil surgeons, on the other hand, the Medical Officer Incharge will be able to develop the hospital in the interest of the patients without any delay. This will provide great relief to patients living in rural areas.
