Amid allegations by family members that Raashid Ahmad Mughal was not a terrorist, Jammu and Kashmir Lieutenant Governor Manoj Sinha has ordered a thorough and impartial magisterial inquiry into the recent encounter at Arhama in Ganderbal.

Raashid Ahmad Mughal, a resident of Ganderbal, was killed in an encounter with security forces on Wednesday.

As the Jammu and Kashmir Chief Minister echoed the concerns raised by the family of Raashid Ahmad Mughal, Lieutenant Governor Manoj Sinha announced an inquiry into the incident.

In a post on X, the Office of the J&K Lieutenant Governor stated that the inquiry would examine all aspects related to the incident to ensure that justice is served.

According to an official order issued by the Home Department, “Kindly refer to the encounter that took place at Arhama, Ganderbal, on 01.04.2026, resulting in the death of Raashid Ahmad Mughal, son of late Gull Zaman Mughal, a resident of Chuntwaliwar, Lar, Ganderbal.”

“The issue has been examined, and accordingly, you are requested to conduct a thorough and impartial magisterial inquiry into the matter to ascertain the facts and circumstances leading to the death of Raashid Ahmad Mughal, son of late Gull Zaman Mughal. The inquiry may be completed within a period of seven (07) days, and the report submitted to the Home Department,” the order reads.

Omar calls for time-bound probe

The encounter in Ganderbal, in which a local resident was killed, requires a transparent and time-bound probe with the facts made public, Chief Minister Omar Abdullah said on Thursday.

“I believe the claim of the family should not be dismissed out of hand. At the very least, this encounter needs a transparent and time-bound probe, with the facts made public,” Abdullah said in a post on X.

“Any attempt to obfuscate or delay the announcement of a probe will only damage credibility, and that is not in anyone’s interest,” he added.

Family demands probe into encounter

After the Army stated that a terrorist had been killed in an encounter in central Kashmir’s Ganderbal, the family of the deceased claimed that he had “no link with terrorism.”

Ajaz Ahmad, brother of Raashid Ahmad Mughal, told media persons that his brother had left home on Tuesday morning but did not return.

“He left home in the morning and didn’t return. Yesterday, the local police were asked to identify the body, and it was found to be my brother,” he said.

Ajaz maintained that his brother had no link with terrorism.

“We are shocked to hear this. He was completely innocent, and he was killed,” he said, adding that the clothes his brother was wearing when he left home were not the same as those he saw on Wednesday.

The family has now demanded an investigation. “We are approaching the police to register a case. We want a complete investigation and justice,” Ajaz said.
