Kuwait New Law: Kuwait’s big decision to stop human trafficking, new National Strategy Plan implemented
The Kuwait government has taken strict steps to stop human trafficking. The country has implemented a new National Strategy Plan for the year 2025 to 2028 so that women, children and migrant laborers can be protected from these crimes. The government is now preparing to fight this threat by working together at the international level.

Zainab Mansouri, diplomatic attaché of Kuwait’s Foreign Ministry, said at a meeting in Vienna that Kuwait is committed to fully implementing anti-trafficking rules. At the same time, Kuwait’s Second Secretary in the UN, Wafiqah Al-Mulla, emphasized on the protection of the rights of migrant workers. On the other hand, Lulwa Khaled Al-Dosari informed about the new plan to stop trafficking of children and protect them.
Public Prosecution official Fahad Al-Mutairi warned that smuggling gangs are now misusing new technologies such as AI, something Kuwait has strengthened its legal framework to prevent. Mariam Mansouri said that human trafficking is not only a violation of the law but also a crime against humanity. For this reason, Kuwait has been placed in Tier 2 category in the 2025 report of the US State Department.
New laws and regulations
Kuwait has made many strict laws to stop smuggling. These include Law No. 91 (2013) and Law No. related to cyber crime. 63 (2015) are the most important. A new Residency Law has been introduced in January 2025, in which ‘Visa Trading’ has been completely banned and there is a provision for strict punishment for those who do so. Also, the legal age of marriage has been increased to 18 years.
Facilities for laborers and victims
- A separate shelter home has been opened for the victimized male migrant labourers.
- An agreement has been reached with the Kuwait Bar Association so that victims can get free legal help.
- Opening bank accounts has been made easier for low-paid workers.
- Now, strict fines will be imposed on companies which stop the salaries of workers.
However, some shortcomings have also been mentioned in the American report. According to the report, there is still a need for further improvement in the Kafala system so that migrant workers can remain safe. Also, it has been advised to increase the speed of filing cases against smugglers in the court and getting them punished.
