Politics intensifies on delimitation, Kharge writes letter to PM Modi: Demand to call all-party meeting
New Delhi. Before the monsoon session of Parliament, Congress President Mallikarjun Kharge has written a letter to Prime Minister Narendra Modi demanding an all-party meeting on the proposals related to delimitation and women’s reservation. He said that the government should discuss with all political parties before presenting any amended bill in Parliament and they should be given enough time to study the proposals.

Many letters were written to Rijiju
Kharge said in his letter that he had written several letters to Union Parliamentary Affairs Minister Kiren Rijiju during March and April requesting him to call an all-party meeting on delimitation and related proposals. However, according to him, no positive response was received from the government on this demand.
Amended bill can be brought again
The Congress President said that he has received information that the Central Government is preparing to re-present the amended draft of the Constitution (131st Amendment) Bill 2026 in the Parliament in the upcoming monsoon session. In such a situation, the government should first discuss with all the parties so that a broad consensus can be reached on the proposals.

Two-thirds majority could not be achieved in April
The purpose of the Constitution (131st Amendment) Bill was to pave the way for the implementation of women’s reservation from the year 2029 as well as the delimitation of Lok Sabha and Assembly constituencies and changes in the number of Lok Sabha seats. But on 17 April 2026, this bill could not achieve the required two-thirds majority in the Lok Sabha and could not be passed.
Congress will corner the government in the monsoon session
Congress General Secretary Jairam Ramesh said that if the government brings the delimitation bill again in the monsoon session, the Congress will strongly oppose it. He said that apart from delimitation, the party has also made a strategy to corner the government on issues like paper leak, inflation and theft of offerings. Regarding parliamentary strategy, a meeting of senior party leaders was held under the chairmanship of Congress Parliamentary Party leader Sonia Gandhi in which preparations for the monsoon session were discussed in detail. Jairam Ramesh said that the government has not yet shared the official list of bills to be brought in the session. It is expected that the government will give information in this regard in the all-party meeting to be held on July 19.
Support for women’s reservation, objection to delimitation

Jairam Ramesh clarified that if the government implements women’s reservation on the existing 543 Lok Sabha seats and reserves 181 seats for women, then Congress will support it. But the party does not accept the attempt to link delimitation with women’s reservation. He claimed that the government does not have the required two-thirds majority to amend the Constitution. Congress is in constant touch with other opposition parties on this issue and will continue to oppose the government’s proposal inside and outside Parliament.
